Under the authority and immediate supervision of the Director of the International Centre for Theoretical Physics (ICTP) and with a functional reporting line to the UNESCO Director, Bureau of Human Resources Management (DIR/HRM), the incumbent of the post will be responsible for managing the work of the Human Resources Unit, including ensuring continuity in the delivery of personnel services, and providing a full range of human resource management services and advice to the management and staff of the ICTP. In particular, the incumbent will\:

 

Management of HR Unit

  • Provide management and supervision to the staff of the Unit, in the delivery of human resource management services to managers and staff of the ICTP.

Job Classification

  • Advise line managers and staff on the design of positions, on the development and completion of job descriptions and on organization structures and reporting relationships.
  • Carry-out pre-desk audits in order to ensure job description accuracy and completeness; support managers in assessing business needs and adjusting the organizational design to meet these needs as well as oversee the ICTP post management data; ensure that the job descriptions are up-to-date.
  • Carry-out the evaluation of Professional and General Service posts within the ICTP.

Recruitment and selection

  • Identify upcoming vacancies in coordination with client offices, and plan and implement recruitment strategies; contribute to the preparation of the necessary job descriptions and oversee the preparation of vacancy announcements.
  • In coordination with hiring managers, arrange and participate in interviews to select candidates.
  • Provide advice to hiring managers on the preparation of selection/recruitment submissions to the Director of ICTP and prepare job offers to selected candidates.
  • Plan and monitor recruitments, provide advice and guidance on recruitment rules, policies, standards and procedures; assess the effectiveness of recruitment processes and selection techniques; assess and forecast workforce requirements and make appropriate recommendations on how to address the requirements.

Administration of Entitlements

  • Provide advice on the interpretation and application of policies, regulations and rules.
  • Administer and provide advice on salary and related benefits, travel and social security entitlements and administer ICTP payroll.
  • Determine and recommend benefits and entitlements for staff on the basis of contractual status and be responsible for issuance of all employment contracts.

Staff Development

  • Undertake training surveys and identify the key training needs for staff of the ICTP.
  • Design, plan and provide induction and orientation training programs and briefings to new staff members.
  • In consultation with line managers and staff, perform career assessment and HR planning.

EDUCATION

  • Advanced university degree (Master's degree or equivalent) in human resources management, public or business administration, social sciences, law or another related field.  A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE

  • A minimum of 4 years of relevant experience in the field of human resources management (recruitment, staff administration, job classification and/or staff training and development), of which at least 2 years acquired at the international level.

SKILLS/COMPETENCIES

  • Excellent knowledge of the different areas of the human resources management and administration.
  • Ability to lead and supervise staff and teams.
  • Demonstrated analytical and problem-solving skills.
  • Ability to interpret rules and administrative guidelines and to solve routine and non-routine issues in the field of Human Resources.
  • Excellent communications skills with ability to draft clearly and concisely.
  • Strong client-oriented approach.
  • Demonstrated ability to work in a team and to establish and maintain effective working relationships with external and internal partners in a multicultural environment.
  • Strong IT skills, including  knowledge of standard Office software.

LANGUAGES

  • Excellent knowledge English (written and spoken).

WORK EXPERIENCE

  • Experience acquired in a field duty station, or exposure to field-based operations.
  • Experience in restructuring  process.

SKILLS/COMPETENCIES

  • Knowledge of an Enterprise Resources Planning (ERP) system (preferably SAP), including HR modules.

LANGUAGES

  • Good knowledge of French and / or Italian.
  • Basic knowledge of another UNESCO language (Arabic, Chinese, Russian or Spanish).
