Organizational Setting

 

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows\: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment and ensures that all Board documents are translated and distributed on a timely basis to Member States.

 

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.

 

The Finance and Accounting Section maintains and monitors all accounts for the IAEA, monitors and reports on the receipts of assessed and voluntary contributions, and prepares the IAEA's financial statements and other reports to the governing bodies and Member States. The Section has two units\: the General Accounting Unit and the Contributions Unit. The General Accounting Unit prepares the financial statements, maintains accounting records and maintains close liaison with the IAEA's external auditor. The Contributions Unit is responsible for receiving all contributions to the IAEA for all funds and reporting to Member States and senior management on their use for the implementation of approved programmes.


Main Purpose

 

As a member of the team led by a Unit Head, the Finance Assistant is responsible for accurate processing and recording of transactions in the Agency Oracle based ERP system (AIPS) and the timely reconciliation and analysis of general ledger accounts. He/she participates in the monthly closure of accounts and year end activities in lines with International Public Sector Accounting Standards (IPSAS), following up on open items and addressing audit queries as requested.

The Finance Assistant also assists in areas of higher accounting and reporting complexity such as intangible assets.


Functions / Key Results Expected

 

  • Perform monthly closure of accounts within established procedures, including closure of respective modules in AIPS, monthly account reconciliation, preparation and posting of monthly closure journals, identification of incorrect transaction postings, etc.
  • Perform routine and complex account analysis; proactively identify items requiring follow up and reconciliation of assigned general ledger (GL) accounts (e.g. receivables from exchange transactions, tangible and intangible assets)
  • Perform periodic monitoring and reconciliation of accounts receivable accounts and take the necessary follow-up actions, review exceptions and variance reports and take the necessary actions to resolve any exceptions/discrepancies
  • Perform gathering and compilation of data regarding internally developed and externally acquired intangible assets
  • Participate and assist in resolving any issues pertaining to IPSAS accounting standards and the financial system in the areas of intangibles and receivables from exchange transactions
  • Prepare communication to internal and external parties, including drafting emails to gather necessary information, follow-up on pending issues and provide guidance on appropriate actions to be taken with respect to recording of transactions
  • Proactively assist in enhancements regarding knowledge management, including documentation and update of processes and workflows, and related internal controls. Identify and recommend system and process improvements. Participate in the design, testing and implementation of new or revised changes or systems upgrades in co-ordination with the AIPS Management Services
  • Participate in the preparation of IAEA’s annual financial statements in line with Internal Public Sector Accounting Standards (IPSAS) such as developing tables and providing the text of Notes to be included in the Financial Statements for the assigned GL accounts
  • Participate in the process of quarterly financial reporting in key areas of assigned responsibility
  • Support external and internal audit processes by addressing queries related to the area of expertise, including collection of and providing supporting audit evidence for accounting entries, performing data downloads from the accounting system and support desk audits of daily tasks as requested

Qualifications, Experience and Language skills

 

  • Completed secondary education. Higher education in accounting, finance or directly related fields would be an advantage.
  • Certificate/Coursework/Training in accounting, finance or directly related fields desirable.
  • A minimum of six years of relevant experience in finance, accounting or directly related fields, some of which in an international organization.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • English typing test (Level 2) and English language test (Level 2) to IAEA standard.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 50755 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only.
