1.   Organizational context

 

The post is located in the WIPO Academy in the Development Sector.  

 

The WIPO Academy is the core entity in WIPO for training and capacity-building activities, particularly for developing countries, LDCs and countries with economies in transition. The Academy acts as an in-house center of excellence on training, including professional training; a catalyst for networks and partnerships to expand the range and impact of training opportunities at the national level; an open-access on-line clearing house of information on all WIPO training activities, tools and services; and a hub of virtual network of partners, experts and teachers in development-oriented IP training.  Beneficiaries of the WIPO Academy services include decision-makers, government officials, members of national intellectual property offices and societies for collective management of copyright and related rights, intellectual property practitioners, academics, students and other stakeholders.

 

The incumbent is responsible for providing program leadership and expert advice to the Executive Director on the Academy’s overall strategic approach and for overseeing its design and implementation through effective planning, promotion, monitoring and reporting. In addition, the incumbent is responsible for the Academy’s day to day operations, as well as the communication and marketing of the Academy’s courses. These responsibilities also include overseeing the development of content, curricula and programs proposed to be delivered by the Academy, by liaising with Academy Programs, and ensuring cooperation with relevant WIPO units and stakeholders and proposing improvements and updates.

 

The incumbent reports to the Executive Director of the WIPO Academy.

 

2.   Duties and responsibilities

 

The incumbent will perform the following principal duties\:

 

(a) Provide expert advice to the Executive Director on the overall strategic approach of the Academy’s IP human capacity-building work, developing and implementing proposals to help ensure effective management of demand and of the Academy’s resources.  Create opportunities for, manage, and implement desired change.

(b) Direct and coordinate with the Heads of the Academy’s Programs the day to day operational management of training and education courses ensuring a coherent and holistic approach to IP human capacity building at the national level aligned with national IP priorities and strategies and tailored to individual country needs and priorities.  Develop innovative solutions to problems which require new and non-standard approaches.

(c)  Coordinate the management of the Academy’s human and financial resources and the preparation of contributions to the Program and Budget, Workplans, Program Performance Reports, Workforce Planning and other management and reporting requirements.  Report to the Executive Director on performance and progress on key initiatives.

(d) Provide expert advice to the Executive Director on course assessment and evaluation tools to support the Academy in ensuring the relevance and quality of course content and of the performance of the Academy’s tutors and lecturers, as well as to help assess the longer-term development impact of the Academy’s work, in particular for officials from developing countries, least developed countries and countries with economies in transition.

(e) Develop, and advise the Executive Director on, strategic partnerships to support the Academy’s education and training courses and oversee the preparation of related agreements.

(f)  Provide insight on and lead the Academy’s communication and marketing efforts, working with the Communications Division to promote the achievements and impact of the Academy’s work and marketing courses.

(g) Take a lead role in ensuring coordinated, timely and effective responses to Member States and other stakeholders by providing guidance and advice to Program Heads.

(h) Represent the Academy and the Organization at international, regional and national events to promote its strategies and policies, to provide substantive expertise and expert advice, and/or to deliver presentations at workshops, meetings and seminars.

(i)       Perform other duties as may be required.

 

 

3.       Requirements

 

Education

Essential

Advanced university degree in business administration, intellectual property, technology, law, international relations, humanities, or other relevant discipline.  A first-level university degree in a relevant discipline plus two years of relevant experience, in addition to the experience mentioned below may be accepted in lieu of the advanced university degree.

Experience

Essential

At least 15 years of professional experience, of which seven at the international level, in the field of intellectual property.

Experience of strategy development, partnership development and / or international relations.

Desirable

Extensive professional experience in managing programs for the delivery of technical assistance.

Languages

Essential

Excellent written and spoken knowledge of English.

Desirable

Knowledge of other UN official languages.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the August 2017 rate of 78.3%

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
