Purpose of the Assignment

To develop an informed generic office skill profile and determine any capacity gap based on the current staff structure/positions.

Assignment Tasks

  1. Refine and agree with the office on the methodology for the assessment, including the dimensions to be analysed;
  2. Review the relevant documents, and interview key staff in the office to understand the context and the vision;
  3. Develop an office and section(s) staff skills profile, for the current country programme 2015-2019;
  4. Conduct a quantitative analysis of current capacity;
  5. Synthesize findings on current capacity requirements, including any gap identified, and provide recommendations to address the gap.

Expected Deliverables

  1.  Agreed assessment methodology—2 working days
  2. Staff-skills profile required for the office and for each section (the report should thoroughly justify the profiles developed)—4 working days
  3. Current staff-skills profile for the office and for each section (the report should thoroughly justify the profiles developed – 4 working days
  4. Gap analysis report, including recommendations – 2 working days
  5. Final comprehensive report – 3 working days.

Qualifications of Successful Candidate

- Advanced University Degree in Management, Human Resources or related field, with senior level background on Human Resources management and/or Organizational Development as well as experience in conducting assessment for the staff needs in different environments.

- Experience with UNICEF in management positions with good analytical knowledge, and sound judgment are required, in addition to a minimum of 10 years work experience in the relevant field as a senior manager. 

- Experience with the implementation of the staff development approach is an asset

- Demonstrated knowledge and advanced skills

- Excellent facilitation and communication skills in English (oral and written)

- Excellent interpersonal skills
