Closing Date : 25 September 2017 Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall guidance of the Programme Manager/Chief of Party (PM/COP) and the Deputy Program Manager / Deputy Chief of Party (DPM/DCOP) for the Niger Community Cohesion Initiative (NCCI), and under the direct supervision of the Program Development Officer of the Program Development Unit, the Assistant Programme Officer (APO) will provide technical programmatic support to the grants-identification and approval process within the Grant Activity Cycle and strengthen internal and external reporting within NCCI. The incumbent will be expected to build professional skills and develop a functional knowledge of IOM processes, procedures and guidelines.

The NCCI is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). Through NCCI, IOM seeks to improve community stabilization in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, NCCI designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes. Core Functions / Responsibilities:

• Support weekly and monthly grant commitment targets for program areas of operation. • Engage relevant field colleagues to support their efforts to design strong grant activities for donor approval that directly respond to objectives, outcomes and theories of change in their area of operation.

Page 1 / 3• Ensure grant Yellow Light and Green Light templates for donor approval are completed properly and that activity descriptions clearly link to program objectives, sub-objectives and Theories of Change.

• Liaise with Finance, Procurement and M&E Units, to ensure appropriate grant activity inputs from those teams, and that budgets and implementation timelines align with activity descriptions and timelines.

• Develop a sound understanding, and provide regular monitoring, of the IOM grant-activity cycle for the Programme.

• Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Development, Political Science, International relations, Diplomacy, Social Science or a related field from an accredited academic institution; or • University degree in the above fields with two years of relevant professional experience. Experience

• Excellent English writing and analytical skills.

• Ability to understand, develop and implement administrative and financial control procedures. • Sound knowledge of development programme planning and implementation objectives. • Ability to use Access database and Microsoft Excel, Access, Outlook and Word. Languages

Fluency in English and French is required. Working knowledge of local languages is an advantage.
