The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Anbar province, Baghdad, Erbil, Dohuk and Kirkuk.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

More recently NRC in Iraq has been responding to the ongoing Mosul crisis, where it is estimated that 1.2 million people are in grave danger.

 

Camp Management Coordinator - Hamam Al Alil

 

Role Specific Information

  1. Camp-level coordination
    • Establish and strengthen an effective and transparent coordination system in the camp, including coordination of service provision and other defined camp activities.
    • Ensure representation for NRC towards partners and community representatives and be the focal and develop a continuous and constructive communication with all stakeholders.  
    • Ensure roles and responsibilities in the camp are clear and understood by all stakeholders.
    • Develop specific Standard Operating Procedures for various activities in the camp, e.g. flow management at distribution and registration.

       

  2. Community participation and communication with communities
    • Ensure participation of the camp population in camp activities with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs in decision-making processes.
    • Promote, facilitate and develop an accountability mechanism towards the camp population, including set up of complaints and feedback mechanisms.
    • Monitor and ensure that IDP committees and actors working in the camp act and behave according to agreed upon Codes of Conduct (CoC) and Roles and Responsibilities (R&R).
    • Promote the camp population’s self-reliance and ownership of decision-making processes.
    • Ensure that accurate and coordinated information is timely shared with the camp population through information and awareness campaigns.

       

  3. Camp information management and service monitoring
    • Implement demographic data collection exercises and ensure transparent and appropriate information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
    • Oversee the process of registration of new arrivals at the camp and provide regular update to the CCCM Cluster regarding demographic changes.

  4. Access to services for persons with special needs
    • Support the development of effective referral mechanisms in the camp in close collaboration with relevant stakeholders and protection actors.
    • Ensure that services (including distributions, WASH facilities, shelters, etc.) be accessible to groups/persons with specific needs to minimize risk of violence, abuse, exploitation and marginalization.

       

  5. Capacity building
    • Upon the PM’s request, contribute to expand among actors working in the camp the knowledge and familiarity with a number of Camp Management related topics/concepts through workshops on roles and responsibilities, humanitarian standards, community participation and information management, etc.
    • Identify NRC staff’s needs and develop a capacity building strategy for NRC CCCM staff by organizing and leading training sessions and specific workshops.

       

  6. Camp care and maintenance
    • Contribute to identify protection risks which could be mitigated through timely and adequate infrastructural interventions and suggest solutions
    • Ensure that infrastructural improvement, repair and rehabilitation of camp infrastructure aimed at improving safety and protection of IDPs within the camps are made according to relevant standards and guidelines.
    • Identify solutions/strategies to promote community participation in care and maintenance activities in the camp and support care and maintenance committees

 

Our Ideal Candidate:

University graduate in relevant field, with a minimum of 3 years of experience working in a Camp Management project implementation position or development in a humanitarian context

Experience working in complex and volatile contexts, in particular in the Middle East. Documented results related to the position’s responsibilities and knowledge of own leadership skills/profile.  Fluency in English, both written and verbal.
