Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate act ion and channels significant financial resources into developing countries to help build low -emission and climate- resilient societies. It is country -driven and undertakes actions which reflect the circumstances of each country concerned and its national a spirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has bu ilt up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. The Infrastructure Specialist will provide dedicated technical expertise in the broad infrastructure domain, support the development of the pipeline of investments within the relevant result areas of the Fund as well as administration of portfolio investments. S/he will work closely with accredited entities, national designated authorities and other internal/external stakeholders by providing substantive guidance on methodological matters and technical inputs to proposed activities in the subject matters. S/he will report to the Adaptation Coordinator and work in close collaboration with the Mitigation Coordinator as appropriate.Duties and responsibilities • Review and assessment of projects/programmes funding proposals and concept notes as well as ot her applications to the Fund - providing high-quality inputs and assuring compliance with the GCF policies and procedures;

• Support in monitoring the relevant portfolio and providing support to the impleme ntation of the projects/programmes to ensure their performance is in line with the intended results;

• Developing relevant infrastructure investment and assessment- related policy documents, operational guidelines, procedures, document templates, reports, tools and other products;

• Keeping abreast of financing approaches, emerging resilience approaches, relevant technologies and developing country needs related to infrastructure in the local/national/international settings; • Contributing to the Fund’s knowledge management activities by providing technical expertise in the thematic area of infrastructure;

• Contributing to design and implementation of operations information systems;

• Coordinating closely with accredited entities, national designated authorities and other divisions of the Secretariat;

• Providing thought and action to promote the GCF investments that shift the paradigm low -emission and climate-resilient development in the infrastructure sector; and

• Support any additional analytical and operational tasks as assigned by the Adaptation Coordinator or other management.

Expected experience and qualifications*

• Master’s degree in engineering, energy, environmental science, or other related fields; • Minimum nine (9) years of relevant experience in project origination, development, management and/or financing with emphasis on climate change and infrastructure from a utility, engineering company, consultancy firm, financial institution, and/or multilateral development bank; experience in more than one of these roles would be preferably considered;

• Relevant experience in climate finance operations in infrastructure.

• Experience in planning infrastructure investments and development interventions in infrastructure; • Experience in introducing climate resilience components into infrastructure projects; • Extensive technical expertise in one or more of the following:

o Energy infrastructure

o Transport infrastructure

o Urban infrastructure

o Water infrastructure

• Understanding of climate policy as well as keep abreast of ongoing discussions and decisions under the Framework Convention on Climate Change (UNFCCC);

• Experience in working with national governments and agencies on climate change will be a plus; experience in technical assistance in structuring priority infrastructure projects in order to “upscale” these to the reliable level attractive for investment;

• Experience in strengthening of local institutional capacities in order to enable development of capital investment infrastructure projects;

• Robust experience in project finance from public and private sectors.

• Experience in monitoring, reporting, and evaluation aspects of infrastructure projects especially in a climate context

• Experience in working in developing countries;

• Ability to meet deadlines with attention to detail and quality;

• Excellent interpersonal skills and ability to interact with a broad range of stakeholders, communicate at various levels and maintain good working relationships;

• Good teamwork, proactive and can-do attitude, and ability to act as a team leader when required; • Excellent analytical and writing skills; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment.
