WHO ARE WE? 
 
Danish Refugee Council (DRC) is a leading global displacement agency working in 40 countries, in conjunction with our specialist mine action unit, Danish Demining Group (DDG), which has been working in Afghanistan since 1999. DRC-DDG Afghanistan is part of DRC’s Central & South-West Asia (CASWA) region covering Afghanistan, Iran and Paki-stan. With more than 500 fulltime national and international staff members, offices in Kabul, Jalalabad, Kandahar, Herat and Mazar-i-Sharif and a portfolio in 2016 of USD 13 million, DRC-DDG Afghanistan is one of the largest INGOs operating in Afghanistan. 
 
 
ABOUT THE JOB: 
 
 
The senior Human Resource Officer main objective is to effective service delivery with main focus on staff in the staff performance and development and also compensation and benefits management. The SHRO also responsible to Ensure that DRC compensation and benefits package is in line with the set policy guidelines and the country specific regulations in the same. On top of key responsibilities mentioned, the Senior HR Officer will also take part in recruitments where the need be and facilitate the process with the relevant departments. 
 
 
Responsibilities 
 
Payroll management 
 
  • Take lead in the managing, updating, and processing of the national staff payroll in close collaboration with the other departments, ready for onward submission to finance department for payments. 
  • Ensure that all statutory mandatory deductions are effected across all the staff salaries on a monthly basis. 
  • Take lead in the data base management of all HR information in the system. 
  • Prepare and submit required reports including reconciliation reports generated by the systems on a monthly basis for audit purposes. Submit them for approval by the CD on monthly basis before payments are effected. 
  • Prepare staff payslips and issue out on monthly basis. 
 
Staff Development  
 
  • Take lead in mapping staff training and developments from the concluded annual performance appraisals and as required from the supervisors.  
  • Induction/onboarding; In liaison with other departments, arrange for onboarding  for all newly recruited staff in their first week as per set guidelines. 
  • Assists in the review of HR workflow and suggests improvements.  
  • Assist PMs in identifying and monitoring suitable trainers and service providers. Conduct after training survey to assess the out come of the training.  
  • Advise and assist the management and employees to respond to employees issues and concerns by interpreting applicable HR policies and procedures and prepare recommendations in these areas as necessary and appropriate.  
  • Follow up on the yearly performance evaluation process with managers and staff, analyse data for preparing yearly training plan. 
  • Act as the focal point for all trainers and training needs. 
  • Perform any other duties as may be assigned from time to time. 
 
 
ABOUT YOU: 
 
 
To be successful in this role you must have: 
 
 
Experience and Competencies 
 
 
  • A minimum of 5 years’ relevant experience in HR management, administration, change management, 2 of 5 years on job (practical) experience in organizational and staff capacity building and development, preferably at an international level; 
  • Experience in developing HR strategies and policies, and driving implementation; 
  • Experience working in multi-cultural work settings. 
 
 
Education and Qualification  
 
 
  • Bachelor Degree in the field of human resources management, or similar; 
  • Technical skills in managing compensation and benefits; 
  • Proven technical skills in staff Capacity building and development. 
 
 
Key Deliverables:  
 
 
  • Create the annual staff training and development schedule and share with management for approval. Update this periodically and share with managers and other staff as necessary. 
  • Systematic onboarding of all new staff. 
  • Capacity build the HR Officer, HR Assistant and Intern. 
  • Take lead in mapping all staff training needs as indicated in the Performance appraisals tool. 
 
 
Languages: 
 
  • Fluent spoken and written English; 
  • Proffesional written and spoken Pashto and Dari.

We offer 
 
 
DRC-DDG will offer the successful applicant till the end of 2017 extendable depending on both funding and performance.  
 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff. This position will be placed at salary Grade C, level 1, basic 1155 USD.
