Background

Over the past 10 years, the Government has embarked on several strategic initiatives which have been designed to reform the legal and justice sector, increase human rights’ promotion and protection mechanisms, as well as enhance access to justice for the most marginalized groups of the society, particularly women and children. These efforts have been undertaken in line with the main country’s development priorities as outlined in the Vision 2025 (mainland Tanzania), the Vision 2020 (Zanzibar), the first 2011-2015 and the second 2016-2021 National Five Year Development Plan for Tanzania (FYDP), in the ‘MKUKUTA’, the National Strategy for Growth and Reduction of Poverty, and ‘MKUZA’, as well as in the Zanzibar Strategy for Growth and Reduction of Poverty, for 2005-2010 and 2011-2015, and the Revolutionary Government of Zanzibar’s MKUZA Successor Strategy 2016-2021. National development priorities for the justice and human rights sector have been further conceptualized in a number of significant policy strategies, including the Legal Sector Reform Programme (LSRP) Medium Term Strategy (MTS) and Action Plan; the 2013-2017 National Human Rights Action Plan (NHRAP); the Judiciary Strategic Plan (JSP) 2015–2020; and the Child Justice Five Years Strategy (CGFYS) 2013-2017

From 2013-2016, CHRAGG was supported by the UNDP in the implementation of the “Support for National Human Rights Priorities in Tanzania”, which was designed to contribute to the introduction of a consistent and transparent system of monitoring the human rights situation in Tanzania, thereby leading to the creation of a more robust national human rights infrastructure. Pursuant to objective three (3) of the project i.e Facilitating skills building in National Human Rights institutions for monitoring of the National Human Rights Action Plan (NHRAP). In this regard the project supported the development of the NHRAP (in its first phase) provided technical and logistical support to CHRAGG for the implementation and monitoring of various stages of the plan.

The National Human Rights Action Plan is comprehensive five year (2013-2017) (http://www.chragg.go.tz/docs/nhrap/NHRAP_Final_December_2013.pdf) which is owned by the Government of Tanzania.

The document underscores the commitment of state and non-state parties to ensure human rights in the United Republic of Tanzania (URT) are effectively promoted, protected and preserved in accordance with international, regional and national human rights standards and mechanisms. The plan has outlined national human rights priorities in Tanzania which are being implemented by Ministries, Departments and Agencies (MDAs), Local Government Authorities (LGAs) and Civil Society Organizations (CSOs) from both mainland Tanzania and Zanzibar. The identified priorities are being implemented alongside with building the capacity of officers from key Government agencies, CSOs, Private Sector and other stakeholders for its effective implementation and reporting. The development of the NHRAP was complemented with a monitoring and evaluation framework that is coordinated by the Commission for Human Rights and Good Governance (CHRAGG). The NHRAP implementation, monitoring and evaluation aim at tracking the project progress on human right priorities in Tanzania through assessment of the activities being implemented by key institutions and stakeholders within the set time frame.

In June, 2016, the mid- term evaluation was carried out to assess progress at implementation of the NHRAP and to determine whether CHRAGG was on track toward achieving the set objectives and targets. The mid-term evaluation  covered a period of three years from 2013 to   2015 and  ascertained the extent  to which the  NHRAP priorities have been mainstreamed into the plans of the implementing agencies and assessed  results, progress and challenges including in the areas: increase of the public awareness on human rights; development and dissemination of human rights education, information and programs; strengthened access to justice and promotion of the rights of the most vulnerable groups and future prospect of the NHRAP. The Final Evaluation will assess the relevant, effectiveness, efficiency, sustainability and impact of the NHRAP over the period of five years of implementation for the purpose informing the development of a five-year Plan which will address the gaps and limitation of the previous plan and in alignment with the government plans and priorities based on the Second Five Years Development Plan, the 2025 Vision (Tanzania Mainland and 2020 (Zanzibar) and the Sustainable Development Goals (SDGs).

Duties and Responsibilities

  • Assess effectiveness, relevance, efficiency and sustainability of the NHRAP and the results achieved, including:

    • To what extent are stated outputs achieved and what progress has been made towards stated outcomes? To what extent is the NHRAP on track to meet set goals?

    • To what extent have the NHRAP so far contributed to the protection and promotion of human rights in Tanzania?

    • What factors have contributed to achieving or not achieving results and progress, and to what extent? To what extend have the inputs contributed to the results and progress?

    • Are the NHRAP strategy and partnerships appropriate and effective?

    • To what extent do ‘link officers effectively promote and monitor implementation of NHRAP?

    • What factors have contributed to effectiveness/ineffectiveness and efficiency/inefficiency of the implementation of the NHRAP?

    • What factors may contribute to sustainability or lack of sustainability of the project and the results achieved?

    • Are there any unexpected results?

  • Evaluate the extent to which the NHRAP has applied a human right based approach and a gender perspective and how this has contributed to outputs and outcomes
  • Evaluate commitment by government and non-government stakeholders to the NHRAP, including whether sufficient resources have been allocated and spent;

  • Assess synergies between NHRAP and other national development strategies;

  • Identify capacity gaps (if any) for effective implementation of NHRAP;

  • Extract, analyze and present best practices, lessons learned and recommendations from the design and implementation of the NHRAP for continued positive impact the NRAP for human rights support in Tanzania;

  • Assess need for updates/revision of the NHRAP and implementation and monitoring framework as well as provide recommendation on such potential updates/revision.

Required Skills and Experience

Profile of the National Expert

  • Minimum qualification of Bachelor’s degree (Master’s degree preferred) in relevant academic field in Human Rights, Law, Political Science or similar;

  • At least 5 years of relevant experience in human rights;

  • Knowledge of the Tanzanian Human Rights System is a strong asset;

  • Substantial previous experience with evaluation, preferably of human rights interventions;

  • Strong communication and interpersonal skills;

  • Good understanding of gender mainstreaming;

  • Excellent writing skills and proven ability to produce quality documents at speed;

  • Proven team work experience.

Language Requirement:

  • Full proficiency in English and Kiswahili;
