Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action globally. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. The UN Women Regional Office for Europe and Central Asia (ECA RO) was established in Istanbul, Turkey, at the beginning of 2014 as a part of the UN Women’s new regional architecture. The UN Women ECA RO leads and supports the field offices in presenting and positioning themselves as thought and action leaders on gender equality and women’s empowerment. UN Women regularly evaluates its own work to enhance accountability, inform decision-making and contribute to learning on the best ways to achieve women’s empowerment and gender equality in order to support normative processes related to gender equality, implementing operational work at the field level and leading gender equality coordination work within the United Nations.Objective

Consultants play an important role in contributing to implementation of activities of the UN Women and they form significant part of capacities of the organization. In order to increase effectiveness of contracting process and enable instant contracting in emergency and urgent situations, ECA RO launched a competitive process to create a pool of qualified consultants and experts in following areas:

Results-Based Management (RBM)

  • Conducting assessment and analysis on RBM 
  • Trainers on RBM, covering results-based planning, monitoring and reporting and related tools and methods (Theory of Changes, results framework, indicators, outcome mapping, etc.) 
  • RBM technical expertise to support proramme formulation, particularly for development of theory of changes, results framework, results statements and indicators. 

Strategic Planning 

  • Facilitation for workshops and meetings related to strategic planning, mid-term review and change management processes
  • Conducting assessment for strategic planning exercises
  • Development of strategic planning documents, such as multi-year strategy and framework

Monitoring and Reporting 

  • Development and implementation of M&E system,strategy and plans (including indicators and data collection plan)
  • Conducting results-based monitoring and review (data collection plan, monitoring system, data collection and analysis)
  • Conducting Outcome Mapping

Results-based Reporting (drafting and editing)

Gender Statistics and SDGs 

  • Conducting assessment and analysis of gender statistics and preparation of reports 
  • Providing technical expertise on gender statistics for data collection/analysis, project development and/or other specific initiatives in the areas of gender statistics
  • Development of framework, guidance, manuals, training materials and tools on gender statistics and SDGs
  • Trainers on gender statistics and SDGs indicators

Duties and Responsibilities

Roster members selected for the consultancy assignment will work with ECA RO,COs and Programme Offices in the region.Results-Based Management (RBM)

  • Conduct needs assessment, capacity assessment, and/or analysis on RBM-related needs, capacities and initiatives 
  • Train UN Women staff, partners and/or key stakeholders on RBM, covering results-based planning, monitoring and reporting and/or related tools and methods (Theory of Changes, results framework, indicators, outcome mapping, etc.) 
  • Provide RBM technical expertise to support programme development, particularly related to development of theory of changes, results framework, result statements and indicators. 

Strategic Planning 

  • Facilitate workshops and meetings related to strategic planning, mid-term review and/or change management processes
  • Conduct assessment (including situational/context analysis, capacity assessment, causal analysis) and prepare reports to feed into strategic planning and/or change management processes
  • Develop strategic planning documents, such as multi-year strategy and framework

Monitoring and Reporting 

  • Develop and/or implement M&E system, strategy and/or related-plans to strengthen results-based monitoring and reporting
  • Conduct results-based monitoring on programmes results, including data collection and analysis, conducting mid-term review, etc. 
  • Monitor programme results by using qualitative and/or quantitative methods as well as Outcome Mapping and other tools
  • Analyze and summarize data collected
  • Draft and edit results reports to ensure RBM standard of the UN

Gender Statistics and SDGs 

  • Conduct assessment and analysis on gender statistics and prepare reports 
  • Provide technical expertise on gender statistics for data collection/analysis, project development and/or other specific initiatives in the areas of gender statistics and SDGs
  • Develop framework, guidance, manuals, training materials and/or tools related to gender statistics and SDG indicators
  • Train UN Women staff, partners and/or key stakeholders on gender statistics and SDG indicators

Required Skills and Experience

Education:

  • Master Degree in Public Administration, International Development, International Management, Project Management, Statistics, Gender Studies, Social Science, International Relations, Political Science or related field.

Experience:

  • At least 5 years’ international experience in Results-Based Management (RBM), strategic planning, results-based monitoring, reporting and evaluation, and/or statistics in development work with specific emphasis on gender equality and women’s empowerment;
  • Experience in this or a related field in Europe and Central Asia would be considered an asset;
  • Previous professional experience with the United Nations or similar organisations in this or a related field would be considered an asset;

RBM: 

  • Experience in conducting RBM needs/capacity assessment and analysis 
  • Experience in conducting RBM training as a trainer 
  • Experience in developing concept note and/or project proposals from RBM perspective 

Strategic Planning

  • Experience in facilitating strategic planning and change management-related meetings and workshops
  • Experience in conducting assessment and/or situational/context analysis 
  • Experience in developing strategic planning documents, such as multi-year strategy and framework, or programme and projects 

Monitoring and Reporting

  • Experience in development and implementation of M&E system, framework and/or plan for programmes and projects;
  • Experience in using outcome mapping for monitoring and reporting of programmes and projects 
  • Experience in monitoring results of programme and projects, including data collection and analysis 
  • Experience in results report writing

Gender Statistics 

  • Experience with use of gender analysis in statistical production processes and/or data collection and analysis;
  • Experience in conducting needs assessment and/or capacity assessment on existing data and statistical capacity from a gender perspective;   
  • Experience in leading and developing a new project/programme, guidance, tools, training materials, and/or system to enhance gender statistics and sex-disaggregated data. 
  • Experience in conducing training on gender statistics as trainer
  • Previous professional experience with data and statistics for SDGs is an asset. 

Language:

  • Fluency in English is required;
  • Knowledge of Russian is an asset. 

Contracting arrangements

Successful candidates will be included in the Vetted Roster of Experts for the maximum period of 3 years. Membership beyond the 3-year period must be renewed through a new application process.  Entry into the expert roster system does not necessarily mean that contract with Un Women is guaranteed. Where a request for services arises, the UN Women shall directly contact consultants with the most appropriate experience from the roster. A specific Terms of Reference outlining outputs for each assignment shall be provided and a Special Service Agreement (SSA) will be issued. Conditions of a particular assignment may be negotiable.Application procedure:

The following documents should be submitted as part of the application:

  • P11 with past experience in similar assignments; can be downloaded at http://www.unwomen.org/about-us/employment, a signed copy should be submitted.
  • Financial Proposal* – maximum all-inclusive daily fee in USD. 
  • Examples of previous work related to Evaluation, Monitoring, Reporting, Planning, RBM or gender statistics area.

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, and any other relevant expenses related to the performance of services). Financial proposal provided by the consultant is bound to the validity period (max. 3 years), unless the consultant applies to the roster during its re-opening. Consultants will be requested to provide a price offer for every assignment, amount can be reduced to make the offer more competitive, but it cannot exceed maximum daily fee approved for the roster.Evaluation of applicants:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Membership will be awarded to the individual consultants whose offers have been evaluated and determined as: a) Responsive/compliant/acceptable, and b) Having received the sufficient score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation can be recommended for the membership.Evaluation Criteria:

Technical Ealuation (70%) - max. 70 points

Criteria A - Education Master Degree in Public Administration, International Development, International Management, Project Management, Statistics, Gender Studies, Social Science, International Relations, Political Science or related field - max. points: 5; Criteria B - At least 5 years’ international experience in Results-Based Management (RBM), strategic planning, results-based monitoring, reporting and evaluation, and/or statistics in development work with specific emphasis on gender equality and women’s empowerment-  max. points: 10Criteria C - Experience in this or a related field in Europe and Central Asia would be considered an asset - max. points: 2Criteria D - Previous professional experience with the United Nations or similar organisations in this or a related field would be considered an asset - max. points: 3Criteria E - From one of the following categories - max. points: 40

Criteria F - Language skills Fluency in English is required - max. points: 9Criteria G - Knowledge of Russian is an asset - max. points: 1Financial Evaluation (30%) – max. 30 points:The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows: 

  • p = 30 (µ/z)
  • Using the following values:
  • p = points for the financial proposal being evaluated
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

Duration and Remuneration 

Membership in the roster is valid for a maximum period of 3 years. 

Duration of contracts can vary from one day (1) to a maximum of three (3) years. Payments will be made as specified in the actual contract upon confirmation of UN Women on delivering on the contract obligations in a satisfactory manner.
