Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Under the direct supervision of the Regional Director (RD) of the Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand and under the overall guidance of the Director General, as well as in close cooperation with relevant Country Offices (COs) in the region and Units at Headquarters (HQ), the Chief of Mission-Coordinator/Advisor will be responsible and accountable for the activities of IOM Australia, overseeing IOM activities in Papua New Guinea and overseeing and providing policy, administrative, programme and financial support to other IOM offices in the Pacific where there is no accredited Chief of Mission. S/he also oversees the continuation and development of IOM activities in countries where IOM does not have an official presence. S/he is an IOM interlocutor with the Government of Australia and other governments in the Pacific, as well as relevant ministries, diplomatic representatives, UN and other organizations based in Australia and the Pacific, and local and international NGOs. S/he is responsible for liaison with these Governments, regarding the full range of IOM activities as well as for keeping the RD and HQ units informed of relevant government concerns and programmatic developments. The incumbent is responsible and accountable for developing and promoting IOM's strategy and programming within the overall regional framework. Page 1 / 4Core Functions / Responsibilities:

Development and follow up of strategies, policies and programmes

1. Develop, clarify and contribute to IOM's overall mandate and strategy and spearhead project development and implementation in IOM Australia and in the relevant offices the Pacific region following appropriate consultation with the Regional Office, Headquarters, Member States and other relevant stakeholders.

2. Play an integral role in migration policy discussions and ensure approved policies are appropriately integrated in national activities.

3. Stimulate, catalyse and support project development in the relevant countries in the Pacific through regular stakeholder consultations. Assess the appropriateness and effectiveness of programme development strategies and fundraising and recommend process improvements. 4. Direct and monitor project planning, design and implementation of IOM activities in relevant countries in the Pacific. Evaluate IOM's operational activities and prepare recommendations with a view to increasing their effectiveness.

5. Advise the ROAP and HQ on national policy and emerging migration issues affecting the activities of IOM in the Pacific and make recommendations or prepare proposals for appropriate action.

6. Ensure that safety and security management of IOM personnel, facilities and assets in Australia and in the relevant offices in the Pacific are addressed, in coordination with the Regional Field Security Officer and that safety/security oversight in COs is provided. Ensure establishment and regular maintenance of Business Continuity Plans (BCP). 7. Advocate and promote the Organization’s position on migration issues of concern and pursue membership of countries in the Pacific which have not yet joined IOM. 8. Negotiate Cooperation Agreements with relevant governments for the establishment of IOM offices and implementation of projects in the Pacific region.

9. Promote and strengthen relationships, and identify opportunities for IOM activities in response to changing issues and situations.

Resource Management and Capacity Building

10. Direct the operational, human resources, administrative, budgetary and financial activities of the IOM Country Office in Australia and in the relevant offices in the Pacific region in accordance with the Organization’s rules and procedures.

11. Exercise oversight of financial management, expenditure, and budget preparation and ensure appropriate and timely reporting to donors in Australia and the Pacific and prepare briefings and background information requested by ROAP and HQ, the Government and other entities.

12. Ensure establishment and strengthening of internal controls aimed at preventing fraud and mismanagement in all activities.

13. Gather and promote sustainable/best practices as well as lessons learned from activities carried out by the relevant IOM offices in the Pacific.

Resource Mobilization

14. Explore funding opportunities and secure funding and in-kind contributions from different Page 2 / 4departments of the Australian, New Zealand governments for the organization’s activities, in the Pacific and globally, and from other donors in the region.

15. Develop guidelines to update the Organization on developments, processes, and policies so as to enhance internal understanding of the requirements of Australia and New Zealand as donors.

16. Negotiate, review and sign funding agreements with the Governments of Australia and New Zealand on behalf of IOM missions worldwide, manage projects in line with agreements and arrange/ manage the global insurance policy for Australian funded projects.

Representation of IOM

17. Support regional and international processes and dialogues on migration relevant to Australia and the Pacific region. Ensure the participation of relevant government officials in these initiatives in order to promote IOM's image and programmes.

18. Represent the Organization at national and international conferences and meetings and develop public relations and media activities and ensure participation in appropriate policy and operational United Nations Country Team (UNCT) inter-agency mechanisms.

19. Broaden network of contacts among senior government officials, international Organizations and partners in the Pacific.

20. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Business Administration or a related field from an accredited academic institution with fifteen years of relevant professional experience.

Experience

• Experience in humanitarian programmes for migrants and capacity-building activities; • Experience in diplomacy, fundraising and public relations, as well as in liaising with governmental and diplomatic authorities and international institutions;

• In-depth knowledge of the broad range of migration related subject areas dealt with by the Organization particularly from a Pacific region perspective;

• Knowledge of programme planning, development, and management;

• Effective resource management skills, sound knowledge of financial and business administration and of the principles and practices of management; ability to motivate, supervise and coach/ direct staff;

• Familiarity with financial and business administration;

• Sound and proven understanding of internal and international migration issues in the Pacific Region and related issues;

• Knowledge of the region is an advantage.

Languages

Fluency in English is required. Working knowledge of French and other languages of the Pacific region is desirable.

Internationally recruited professional staff are required to be mobile.
