The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In our effort to save lives, alleviate suffering and promote durable solutions to displacement we have developed six areas of competence: Shelter, Education, Information, Counselling and Legal Assistance (ICLA), WASH, Food Security and Camp Management.

Shelter is essential for the physical protection and privacy of people affected by displacement, allowing them to lead lives in a safe, supportive and culturally appropriate setting.

We seek to protect rights and save lives by providing timely shelter interventions to meet both immediate and temporary needs, promoting durable solutions and enabling families to access social services and livelihood options.

Job description

  • Support the technical programme development of shelter in line with the Plan of Action
  • Provide strategic advice and guidance to the Country Offices in relation to shelter in order to ensure that NRC delivers high quality, effective and relevant programming
  • Provide capacity development across Country Offices in the region
  • Support the development of country/regional core competence strategies and implementation plans
  • Ensure that best practices are identified, documented and disseminated both within the region and beyond
  • Monitor country programme compliance with the Programme Policy
  • Responsible to activate procedures to obtain approval/rejection of context specific deviations from programme policy in Country Offices
  • Identify and develop regional advocacy issues related to the core competence and relevant cross cutting issue
  • Responsible for implementing and maintaining technical support lines and communication with the Country Offices in the region
  • Represent NRC in relevant humanitarian forums at regional level
  • Assist Country Offices in recruitment of qualified staff for the core competence
  • Coordinate the contribution of country program staff to global and regional processes and ensure that Country Office experiences are reflected
  • Support NRC’s strategic development of shelter (including pilot projects) in close cooperation with the Global Shelter Advisers in Oslo
  • Responsible to ensure that global shelter programme development and pilots are incorporated in field programmes, in close cooperation with the Global Shelter Advisers in Oslo
  • Contribute to the development of programme tools to reflect needs and humanitarian trends upon request and in close cooperation with the Global Shelter Advisers in Oslo
  • Contribute to networking at regional and global level in close cooperation with the Global Shelter Advisers in Oslo

Qualifications

  • Minimum 5 years of relevant professional experience as a manager within the humanitarian field, including (ideally) experience of working as an adviser
  • Experience from working in complex and volatile contexts, and ability to work independently in a result oriented, multi-cultural environment and manage conflicting priorities.
  • High level of professional expertise in shelter and settlement programmes
  • Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
  • Documented results related to the position’s responsibilities
  • Able to represent organisation at a strategic level
  • Fluency in English, both written and verbal

We offer

  • Duty station: Nairobi with 40% travel
  • Contract period: 24 Months with possibility of extension
  • Salary/benefits: According to NRC’s general directions, The candidate will observe NRC’s code of conduct and working hours for the NRC Office in Nairobi.
