DRC is seeking to add a dynamic and capable GBV specialist to join a strong and dedicated team in Rakhine State, Myanmar. 
 
Who are we? 
 
DRC has provided humanitarian assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, Northern Shan and Kayah. 
 
In 2012, waves of inter-communal violence swept through Rakhine, forcing approximately 140,000 persons to flee their homes and take refuge in IDP camps spread across the state. DRC activities target these IDPs, as well as other local vulnerable populations such as host villages and isolated villages. DRC implements a multi-sector response, including camp management, GBV, Child Protection, Livelihoods, Protection, and WASH in Sittwe, Pauktaw, and Mrauk-U Townships in Rakhine. 
 
Protection programming is a key aspect of this and DRC is paying a special attention to GBV prevention and response through dedicated and trained teams in different locations. DRC is looking for an experienced GBV specialist to ensure quality of GBV response services, prevention activities and women’s empowerment programming. The specialist will work under the supervision of the protection coordinator and in strict collaboration with Child protection, protection programs as well as other departments as needed.  
 
DRC/DDG Myanmar currently employs over 250 national and 25 international staff and operates from five operational offices. The main donors of DRC in Myanmar are ECHO, EC, UNHCR, UNICEF, DANIDA and SDC. 
 
 
Duties and Responsibilities 
 
The GBV Specialist is responsible for ensuring high-quality implementation of GBV activities in Rakhine State, particularly supporting projects in Mrauk U, Kyauk taw, Sittwe and Pauk Taw area. S/he will provide technical support to GBV prevention, response, risk mitigation, women’s empowerment, capacity building and coordination related activities. Specific tasks include: 
 
Technical support 
  • Provide on going technical support to the GBV team of Sittwe and Mrauk  
  • Strive for high-quality GBV response services ensuring adherence to international standards  
  • Increase the relevance and the quality of GBV services and activities in Rakhine State. 
  • Identify, design and supervise context specific GBV prevention activities curricula (including awareness raising and Women centers curricula)  
  • Identify context specific strategies to reach the target population and to increase the participation of women and girls 
  • To conduct regular field and monitoring visits to support and guarantee program quality 
 
Capacity building 
  • Identify training/capacity building needs for GBV staff, and identify strategies and activities to fulfill the need 
  • Deliver training, draft/ adapt resources, tools and material to strengthen the capacities of the team 
  • Identify capacity building mechanisms in collaboration with the GBV team to learn by doing  
  • Support the GBV team in building the capacities of the Women Center based staff 
  • Build the capacities of civil servant including medical personnel, police, and lawyers in handling disclosures and responding to GBV 
 
Program management and activities implementation 
  • Prepare and maintain/update detailed work plan(s) that support and achieve program activities. 
  • Develop management tools and tracking sheets to be used to track program achievements and challenges 
  • Manage the GBV budget lines in multiple donors proposals ensuring accountability and respect of DRC procedures 
  • Guarantee that all expenditures and procurements are carried out in compliance with donors and DRC policies. 
  • Ensure quality and timely implementation of projects and reporting 
 
Staff supervision  
  • Directly supervise GBV staff members  
  • Recruit, monitor and build the capacities of new GBV staff members in both Mrauk and Sittwe in line with Grants requirements 
  • Ensure that GBV field staff is receiving the appropriate technical and operational support to deliver services and activities. 
  • Adapt, plan, coordinate and monitor activities implemented by the GBV team 
  • Mentor and support staff professional development and foster a positive team spirit to encourage innovative and quality programming. 
 
Monitoring, Evaluation & Learning 
  • Analyze GBV IMS data and other secondary data to inform existing programming 
  • Develop monitoring and evaluation tools as appropriate and conduct monitoring visits to project sites 
  • Keep the indicators tracking sheets updated and include programmatic consideration in the GBVIMS analysis 
Coordination  
  • To act as DRC technical reference in Gender Based Violence platforms and coordination mechanisms  
  • Coordinate with other DRC department to ensure the inclusion of cross cutting issues and GBV risk mitigation measures 
  • Act as GBV IMS focal point and coordinate with other GBV IMS agencies as needed 
  • Build relationship and coordinate with stakeholders to ensure field level coordination 
  • Promote relations and coordinate activities with other humanitarian actors, donors, UN, and local authorities 
  • Strengthen the relationship with local authorities at different levels 
 
About you
 
To be successful in this role, you must have the following qualifications: 
  • University degree or higher education relevant to human rights: preferably in law, social sciences or medicine/nursing 
  • At least 5 years of proven experience in GBV/SRH prevention and response programs in international humanitarian complex emergencies 
  • Experience in developing and implementing GBV/SRH training curricula both internally and externally to NGOs/government/taskforces etc 
  • Familiarity with GBV guidelines and GBV international standards for multi-sectorial response (especially PSS and Medical response to GBV) 
  • Significant knowledge of International Human Rights Law, with stress on Refugee Law and the rights of women and girls 
  • Significant knowledge and practical skills on the use of GBVIMS 
  • Experience in working through multi-donor portfolio 
  • Fluency in the English language, both written and verbal 
 
Desirable qualifications 
  • Extensive practical experience working with all steps of the project cycle management (needs assessments, proposal writing, and development, implementation, monitoring, reporting and evaluating) 
  • Excellent interpersonal skills and demonstrated ability to establish effective and team and external relations.

We offer 
 
DRC will offer the successful applicant a contract for 12 months.  The contract will be renewable dependent on funding and performance. Envisaged start date is November 2017.

Sittwe is a non-family duty station and is eligible for R&R breaks.
