This is a national individual consultancy for 6 months starting from 23 October 2017 till 23 April 2018 under Emergency section of UNICEF Nepal.

Purpose of the Assignment

To provide documentation and knowledge management support in relation to the UNICEF's work on earthquake response and recovery.  The consultancy will contribute to PCR 5 of the Rolling Work-plan for Early Recovery and Reconstruction action:  “By Dec 2017, early recovery and reconstruction efforts will enhance the national and local capacities to a quicker transition in achieving more sustainable outcomes for children and women in the 14 highly affected Earthquake districts with a focus on building resilience, strengthening systems, capacity building and increasing local and national ownership.”

Assignment Tasks

Under the direct supervision/guidance of Senior Emergency Specialist and later in 2018 the Emergency Specialist, the consultant will provide an overall knowledge management and documentation support in relation to the earthquake response and recovery work. He/she will work closely with the UNICEF Sections, Emergency Sites and Operation teams to make sure that the proper documentations completed before or by the time earthquake recovery and reconstruction work is completed in the 14 affected districts. Specific task of the consultancy include:  

  • Finalize the working draft of Standard Operating Procedure for Earthquake Response and Recovery action by soliciting the feedback from concerned section and staff.
  • Collate and consolidate earthquake response/recovery (PCR 5) related input to the Country Office Annual Report (COAR) 2017.
  • Finalize the Consolidated Emergency Report (CER) 2015 on the use of emergency response fund by collating and consolidating inputs from the sections.
  • Support the closure of emergency sites and systematically document the closure process.
  • Provide technical support and guidance in developing/designing the content of case story documentation process.  
  • Complete the proper archiving of earthquake response/recovery related documents and knowledge products in common drive in a user friendly format using UNICEF archiving protocol.

Minimum Qualifications Required

  • Education: Advanced university degree in social sciences, English Language and literature or discipline relevant to communication. 
  • Work Experience: At least 5 years’ experience in areas related to emergency response, report writing and documentation.
  • Special skills: Proven ability to documentation and knowledge management preferably in the field of emergency response, transition management and reporting.
  • Competencies: the candidate should have the following competencies:
    • Demonstrated knowledge and thorough understanding of emergency context in Nepal;
    • Strong analytical capacity and ability to quickly comprehend complex concepts and apply them in operational settings;
    • A good report writing and documentation skills;
    • Excellent oral and written communication skills;
    • Ability to develop innovative solutions - encourages and contributes to creative solutions to address challenging situations;
    • Resourcefulness, initiative, and maturity of judgment
