Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). Also, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug-resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

UNOPS Myanmar is the Fund Manager for the Three Millennium Development Goal (3MDG) Fund. The incumbent will work on communicating 3MDG’s message on appropriate platforms and co-ordinate the activities of the Fund Director’s Office.

Functional Responsibilities

Under the direct supervision of the 3MDG Fund Director, in close collaboration with (i) the UNOPS Head of Communications and Partnerships, (ii) the 3MDG Programmes Director and (iii) the 3MDG Strategy Director, the Manager, Directors’ Office and Communications covers the following key functions:

1.         Coordinating the activities of the Fund Directors’ Office

  • Provide support to the Director in the daily management of the 3MDG Fund. This may include co-ordination of teams and support to development of strategies, policies and approaches for the organization;
  • Support the Director and heads of units with briefings, working papers, and Board processes as required
  • Facilitate FMO -wide exercises, including coordinating development of policies, guidelines, and standard operating procedures
  • Lead and manage events and meetings
  • Supervise personnel in the communications unit and in the Fund Directors Office
  • Oversee translation, procurement, resourcing, administrative, and other tasks

2.         Support the 3MDG Fund Management team in ensuring that monitoring and evaluation evidence generated by 3MDG is captured and shared effectively

  • develop communication materials and maintain networks for the dissemination of results, good practice and lessons learned based on evidence gathered from 3MDG implementing partners, studies and other research activities;
  • preparing material needed for workshops, seminars, briefings organized by 3MDG

Managing the Communications Unit

3.         Develop and implement an external communication strategy for 3MDG, covering all communications platforms to address key audience groups.

  • The strategy will include: how key communication challenges relating to 3MDG will be identified;
  • How messages will be developed and agreed;
  • Which channels of communication will be used to address stakeholders and to increase communications among them;
  • Resource needs for communication activities (budgeting); and
  • A monitoring and evaluation framework for communication activities.

4.         Communicate 3MDG’s work, including its activities and results, effectively to a wide range of stakeholders. This includes:

  • Ensuring appropriate visibility for 3MDG and its donors with all stakeholders (including correct logo usage, appropriate media coverage both locally and internationally, assess the communications materials of 3MDG partners to ensure that they are appropriate and relevant to the communities in which they are used.)
  • provide Fund Board and donor missions with high-quality briefing kits before each visit
  • Producing 3MDG’s flagship communications products, its annual and semi-annual reports to deadline and specifications.
  • leading and supporting the organization of regular events to showcase 3MDG and its partners;
  • preparing information material on 3MDG - funded projects for use by donors, media and other stakeholders;
  • identifying and obtaining feature stories and other materials to facilitate global/regional advocacy;
  • ensuring easy web-based access to information on 3MDG Fund policies, board decisions, implementing partner details, types of actions funded, grant allocation, funding possibilities and sharing of 3MDG beneficiary stories;
  • maintaining and growing 3MDGs social media platforms
  • Coordinating the production of multimedia content.

5. Other duties as assigned by the Head of Communications and Partnerships and the 3MDG Fund Director.

Education/Experience/Language requirements

Education

  • A Master’s degree in Administration, Communication and Financial management or in a similar discipline is required. Additional two years of similar experience with a Bachelor’s Degree is considered as equivalent.

Experience

  • At least 5 years of experience in area of administrative management, communication, monitoring and evaluation is required
  • Prior experience working with donors/ multi-donor funds is desirable.
  • Sound knowledge of UN regulations and rules is an asset.

Language

  • Fluency in written and spoken English is required; Understanding of other UN and local languages is an advantage.
