We are looking for a candidate with the qualifications and willingness to be part of our livelihoods team, to contribute to the organization, and Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures.  
 
Who are we? 
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq.     
Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations.  
 
 
About the job 
The Infrastructure Officer’s role is to support the Early Recovery Team in the design, implementation and monitoring of Cash for Work, infrastructure rehabilitation and other relevant activities in Tikrit, Salah al-Din, under the supervision of the Early Recovery Manager. S/he will work closely with the Early Recovery Team and with communities to provide advice, technical support, site management and capacity building, as well as with Logistics, Finance and other support departments (as relevant).  
 
Duties and Responsibilities
 
  • Under the supervision of the Team Leader and the Early Recovery Manager, ensure timely and high standard design, planning and implementation of all CFW and other infrastructure rehabilitation activities, including construction, maintenance and rehabilitation activities. 
  • Support communities and relevant municipal counterparts in the identification and development of Community Action Plans, BoQs, technical drawings, Order Requests, Purchase Orders, and any other standard documents to enable timely delivery of materials, works and services 
  • In collaboration with Early Recovery team, support the safe storage, inventory and maintenance of materials, tools and equipment, as well as ensuring safety of staff and beneficiaries during implementation of project activities 
  • Ensure regular and timely reporting of problems, potential delays or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions, and compile and submit regular project updates to the Lead Officer and Early Recovery Manager  
  • Ensure equal participation through all stages of the project from all members of the community, taking into consideration gender, age and diversity, and conduct all activities in a community- and rights-based, participatory manner, maintaining a conflict-sensitive approach to community engagement. 
About you 
  • University degree in civil engineering, water engineering, or other relevant technical background. 
  • Several years’ professional work experience in designing and managing civil engineering construction projects and/or water and sanitation infrastructure. 
  • Excellent written and spoken Arabic and English is essential. 
  • Proficiency in the following computer programmes: AutoCAD (or other CAD software), MS Excel, MS Word. 
  • Experience in site supervision in a challenging environment. 
  • Excellent organizational skills, ability to determine priorities and attention to detail.  
  • Demonstrated interpersonal skills, team building and facilitating skills. Ability to work in a multicultural context as a flexible and respectful team player. Solution-oriented approach, with strong problem-solving and analytical skills  
  • Willingness and capacity to work in the field and travel on a daily basis to project sites.

  • Professional work experience in Cash-for-Work projects 
  • Experience working with or for NGOs and/or UN agencies, particularly international humanitarian organisations in refugee / IDP contexts 
  • Strong communication and interpersonal skills, and demonstrated ability to engage with communities, authorities and other stakeholders. 
 
 
We offer 
DRC will offer the successful applicant a 4 months contract, renewable dependent on both funding and performance. You must be available to start work from 15 Sep  2017 and be willing and able to work in Tikrit.
