Background Information – Cambodia 

UNOPS established its Cambodia Office (KHOH) in early 2013 which oversees a diverse set of projects/programs that includes a multi-donor funded project to support the Extraordinary Chambers in the Courts of Cambodia (ECCC) known as the Khmer Rouge Tribunal, the Malaria Programs funded by the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM), the Regional Artemisinin Initiative (RAI), advisory services to the Ministry of Agriculture, Forestry and Fisheries, Governance related projects funded by the EU as well as nutrition related initiatives.

UNOPS KHOH is also overseeing business activities and providing support and services to UNOPS operations in other countries, especially within the Mekong Region and the Philippines.

UNOPS KHOH is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio comprised of projects and programs in the infrastructure, governance, procurement, justice and agricultural sector and subsequently is looking for qualified and committed experts. 

Functional Responsibilities

Under overall supervision of Director KHOH, the incumbent will report to Project Manager and Business Development (PM & BD) Specialist and will be responsible for the following duties and responsibility:

  • Contribute to conduct direct support of business development opportunities (proposals, technical advice, workshops),
  • Participate in developing standardized business development tools and templates, pricing and costing methodologies for assisting in the procurement business development actions across UNOPS
  • Share knowledge on business development strategies and activities; participate in competitive bidding processes and proposal writing and support and participate in business development missions as necessary
  • Support PM &BD Specialist in developing  business plans to retain or grow existing business and to formulate plan for new business or line of products/services
  • Participate and support the business development team in conducting market analysis and research
  • Assist PM & BD Specialist in identifying partner needs and support the development of new products and services in sustainable procurement.

Education

  • Advanced University degree (Master’s degree or equivalent) in one or more of the following areas: international development, international relations, public management, or another related field. An additional 2 years of relevant work experience in combination with a relevant first university degree (Bachelor's or equivalent) may substitute for the requirement for a Master's degree.

Experience

  • Advanced University degree (Master’s degree or equivalent) with no need of prior experience. The first university degree (Bachelor's or equivalent) requires a minimum 2 years of relevant work experience.
  • While no prior work experience is required, some professional experience in the following is highly desirable:
- Drafting UNOPS concept proposals, grant design process.
- Donor Mapping, and knowledge of donor trends in KHOH coverage countries.
- Experience in Sub-Mekong region, with UN System entities, International Donor Community, Public and Civil Society Organizations.
- Engagement with projects that specifically relate to health, infrastructure,  with soft components on Capacity Building

Languages

  • Fluency in English is required. Fluency in any other UN official language is highly desirable.

Contract type, level and duration

Contract type: International ICA Contract level: IICA 1/ ICSC 8 (Lump sum, 31% part-time)
Contract duration: 6 months, renewable with same scope of ToR and it is subject to satisfactory performance and fund availability.
