Danish Refugee
Council, one of the world’s leading humanitarian NGOs, is currently looking for
a highly qualified Shelter Monitor for its
Slovyansk office (frequent travel in Donetska and Luhansk Regions). DRC/DDG
implements activities in eastern Ukraine to assist internally displaced and
conflict-affected persons. DRC/DDG offices are located in Mariupol, Slovyansk,
Severodonetsk, and Kyiv. Activities include shelter repair, legal assistance
and information, psycho-social counselling, and mine risk education and
demining. Donors include GIZ, ECHO, OFDA, UNICEF.
ABOUT THE JOB
Shelter Monitor
must have understanding of the Building process. Your main duties and responsibilities will be:
- Understand, and ensure the observance of the DRC Code of Conduct, and Safety roles and instruction.
- Organize the daily field travel, in coordination with the shelter Officer (contacting beneficiaries, local authority, prepare filed trip).
- Carry out daily field visits and conduct assessment related to shelter (privet and multi-story buildings).
- Collect all the required assistance documentation and assure they are in compliance with the Legal and accountant requirements.
- Identify potential beneficiaries in need of assistance (IDPs and conflict affected population).
- Assist the Shelter Engineers in supervising and monitoring the construction and rehabilitation work progress carried out by contactors or beneficiaries, collecting data, and arrange the required logistics.
- Regularly update information in the shelter database.
- Draft daily/weekly progress report for all shelter activities, (activities, output, challenges meet and recommendation suggested) to the shelter officer.
- Implement emergency shelter assistance in case of new displacements including contingency planning and distributing emergency stock piles of shelter materials for emergency response.
- Maintain professional relationship and high level of coordination with the shelter office, project coordinator and the shelter Engineers.
- Cooperate with UNHCR, other INGO's Field Management as well as Local NGO's.
- Liaise with local Governmental bodies in charge of housing and infrastructure activities in the areas of operation.
- Other tasks as deemed necessary by the Shelter Officer.

To be successful in this role we expect you able to do
Beneficiary Assessment for and all related documents.
Update information on shelter Database. Assistance
documents (starting from beneficiary request, to the act of acceptance). All
employees should master DRC's core competencies: Communicating, Taking the
lead, Collaborating, Striving for excellence and Demonstrating integrity.
Moreover, we also expect the following technical competencies and background:
Required
- have the overall understanding of construction and exploitation process;
- provide technical input in the general supervision and progress of construction activities;
- produce weekly/daily progress reports on the construction activities, contract status and beneficiary participation as required.
Desirable
- Education/qualifications:
- High School Degree (Technical degree preferred)
- Computer literacy required, Word, Excel, Outlook;
- Knowledge of Ukrainian building standards and practices will be an advantage;
- Experience:
- Have knowledge or experience in the construction / repair of houses.
- 2 years professional work experience
- Experience with Humanitarian Aid is an advantage.
- Languages:
- Russian and/or Ukraine (fluent)
- English (intermediate)

Salary and conditions will be in accordance with
Danish Refugee Council’s Terms of Employment for Ukrainian Nationals in
accordance with Ukrainian Labor Code.
