Background:

Joint EU/UNDP/UNECE "Supporting Kazakhstan’s Transition to a Green Economy Model" aims to support Kazakhstan in achieving long-term sustainable development through the transition to a model of "green economy". The project anticipates the development of appropriate political, legal and regulatory guidelines and specific mechanisms to encourage the sustainable development of water resources management, methodological approaches and tools, as well as possible solutions to the technological and infrastructural problems.

The Project is being developed in consultation with key stakeholders, in full alignment with the policy priorities of the Government of Kazakhstan. National ownership is ensured through active participation of national Governmental and non-governmental institutions. To ensure long-term sustainable impact, the Project builds upon experiences and lessons learnt previously, and synergizes with on-going sustainable development activities.

The overall objective of the Project is to contribute to Kazakhstan’s long-term environmental sustainability and inclusive economic development, supporting the country's transition to a Green Economy Model. 

The specific objectives of the Project are:

(i) To contribute to sustainable water management policies and practices;

(ii) To promote a modernized environmental governance system, generating incentives for transition to a Green Economy Model, focusing on water resources and climate change; and

(iii) To promote GE transition at local level, focusing on water resources and climate change.

The main objective of the work is to analyze the implementation of the Output 4: Quick-win operational highly visible and replicable GE pilot actions with demonstrable effects at local (region/city/district) levels implemented activity 4.1. Demonstration projects in key sectors. To develop recommendation for the sustainability and further replication of the 4 pilot projects and 14 grant projects implemented. Preparation of a comprehensive report summarizing the achievements of the project results under Output 4, lessons learnt and recommendations

Duties and Responsibilities

Scope of work:

  • To analyse the results and achievements of the implemented pilot projects including 4 projects in the regions and 14 small grant projects;
  • Provide quality review of the final reports on implemented pilot projects and technical expertise support   to the project outcome 4;  
  • To prepare a lessons-learnt report on the implemented 4 pilot projects and 14 grant projects;
  • To develop recommendations for sustainability of the implemented 4 pilot projects and 14 grant projects and overall 4 outcome “highly visible and replicable pilot actions, focusing on water resources and climate change, with demonstrable effects at local (region, city, district) level.
  • Provide recommendations for replication of project results under the outcome 4 “highly visible and replicable pilot actions, focusing on water resources and climate change, with demonstrable effects at local (region, city, district) level (including 4 pilot projects and 14 grant projects);
  • Preparation of a comprehensive report summarizing the achievements of the project results under Output 4, lessons learnt and recommendations;
  • To identify the main barriers to introduce a green economy principles in the Republic of Kazakhstan (obstacles that affect the transition of the republic to a green economy)
  • To identify the potential of Kazakhstan in green economy model introduction (social, economic and environmental benefits for Kazakhstan)
  • Conclusion and recommendations for future introduction of the “green” economy model in the Republic of Kazakhstan.

Competencies

  • Demonstrable analytical skills;
  • Planning and organization skills

Required Skills and Experience

  • Advanced university degree in the disciplines related to energy and environment;
  • At least 7 years of practical international experience in the field of green growth and water management;
  • Prior working experience in CIS countries;
  • Experience with international organizations/projects/programs
  • Full proficiency in English both written and verbal including ability to review, draft and edit required project documentation;
  • Familiarity with result-based management in project formulation, implementation, and monitoring and evaluation

Application Procedure:

The application of the candidate shall include:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV and/or P11 UNDP template, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references
  • Brief description of why the individual considers him/herself as the most suitable for the assignment
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
