Background Information 
 
DRC Sudan has experienced an increased number of emergency grants in country over the last quarter which will require Head of Programmes to focus increasingly on coordination of implementation to ensure delivery is as per commitments. DRC Sudan Results Contract deliverables are unlikely to be achieved with this required focus of the HoP on implementation. Several new and large proposals are also planned to be developed during the forthcoming period. The Sudan team are therefore looking for temporary programme support to boost planned strategic and policy outputs.  
 
Job Purpose 
 
The Programme Support position will: 
  • Draft required policy and strategic programme documentation including country specific programme guidelines 
  • Provide additional ad hoc programme support as feasible and as agreed with the Country Director 
 
The Support Position will be supervised by and report to the CD, and be supported through additional collaboration with the Head of Programmes. The position will be based in Khartoum. Field travel is not considered necessary at this time but could be possible should it be designated added value within the scope of the work. 
 
 
Minimum Expected Output 
 
  • Prepare a draft country contextualised and simple Remote Management Guideline  
  • Prepare a draft country contextualised and simple Assessment Guideline 
  • Prepare a short draft country Livelihoods Strategy 
  • Finalise the draft country Protection Strategy 
  • Finalise the draft EPRP 
  • Finalise update of Accountability Improvement Plan 
  • End of Mission report 
 
Expected Result 
 
A clarified programmatic position based upon simple and accessible documents that can be used to explain DRC Sudan approach to staff, donors and other stakeholders. 
 
 
Roles and Responsibilities
 
The employee will be responsible for the following:  
  • Liaising with DRC Country Director and any relevant staff in order to plan the mission 
  • Delivering expected output within the deadline 
  • Adhering to DRC security guidelines during the period of the contract 
 
The Danish Refugee Council, as the employer, will be responsible for the following:  
  • Arranging international travel to the country operation 
  • Arranging accommodation for the consultant for the consultancy period  
  • Ensuring availability of supporting staff members where needed 
  • Ensuring availability of relevant staff in order for the consultants to undertake the assignment 
  • Providing consolidated feedback/guidance on draft reports 
  • Provide security briefings 
 
About you
 
DRC Sudan is looking for a generalist with broad programming experience and familiarity with DRC programming approaches. Excellent analysis and writing skills, as well as a good level of English, are required.

The support mission will take place for approximately 2-3 months ideally from October 2017 
 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates.
