Introduction:

 

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI has a diverse portfolio of programs in developing countries and emerging economies around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development activities which build a strong theoretical and empirical basis for green growth, and knowledge management and sharing activities that provide concrete options and guidance for policymakers, as well as help build the conditions for public and private green infrastructure investments.

 

The primary function of the Strategy Unit, within the Strategy, Partnership and Communications Department (SPC), is to lead the development of the strategic direction of the organization through strategic and corporate planning, and to develop the Work Plan and Budget 2019-2020 (WPB) and define and report on the Corporate Results Framework (CRF), including identifying and programming intermediate and strategic outcomes. These core documents set the course for GGGI towards the delivery of tangible outcomes at speed and scale. The Strategy Unit will consult internal stakeholder while developing strategic initiatives to encourage mutual ownership and relevance of products.

 

GGGI is in a process to reform the WPB process to facilitate a more flexible and agile response to the demand for its service to integrate green growth models into emerging and developing countries’ planning and investment proposals. This encapsulates a broader institutional reform aimed at significantly strengthening GGGI’s capacity to deliver tangible impact with respect to its strategic outcomes, more effectively and efficiently, including through nimble and responsive input resource management.

 

This reform will entail a fundamental change in resource allocation with impacts on the role of its country operations, distribution of finance and human resources, expending and reporting on resource utilization. The change will require GGGI to implement a number of business process changes which require thinking ‘outside-of-the-box’ and technical insights to implementing new arrangements which challenge the ‘as-is’ processes. This will encompass planning framework and resource costing, human and financial resource management, flexible and demand driven operational business and funding models. These will be facilitated by staff time costing (charge back) and a results-based allocation, and ultimately a talent management framework throughout the organization.

 

GGGI has established a Steering Committee chaired by the Director General, comprising of GGGI’s senior management, to which the Advisor will report. The Advisor’s work will be supported by a project team headed by the Advisor bringing together the key department and unit heads; and facilitated by a working group, chaired by the Director, Strategy, Partnerships and Communications to enable broad institution-wide dialogue on the proposals and work of the Consultant.

 

The objective of this reform is for the human and financial resources to be used more effectively to deliver outputs that directly serve GGGI’s strategic outcomes, which in turn are aligned with GGGI’s partner countries commitments to the Nationally Determined Contributions under the Paris Agreement 2015 and their ambitions to achieve the Sustainable Development Goals.

 

Position Summary:

 

GGGI is now hiring a seasoned consultant, initially for a period of 3 months, who is passionate about building an extraordinary organization that continues to drive innovation in accelerating green growth worldwide. Based in Seoul and under the general supervision of the Director of Strategy, Partnership and Communications, the consultant will

 

(i)      Develop a multipronged change management plan, including internal and external communication plan features and modules with appropriate documentation that will foster ownership and buy-in as well as facilitate rapid implementation and integration of the new planning and resource allocation model.

(ii)     Identify a timely change management and communication road map with a schedule of processes and events that capture appropriate opportunities for communicating change throughout the process in a fashion that enables incorporation of feedback and learning during the implementation process.

(iii)    Provide support to the Management team and SPC in communicating the change process by engaging the entire organization as required under the various reform sub-areas. 

 

Objectives/Purpose of the Assignment:

 

Under the supervision of the Director, SPC, and together with the staff of SPC, the consultant will identify develop change management and communication road map, materials and campaign opportunities for change management. To build awareness and uptake, timely execution and rapid regularization of the reforms into the operations, and ensuring consistency of reform implementation, specifically, among others, the consultant will:

(i)      Develop multi-pronged communication campaign. avenues and opportunities to regularize the changes into the organization rapidly and effectively, through timely sequencing of the change management program and messages. These will include, but not be limited to one on one meetings, departmental and unit meetings, target group briefings, emails, and notes, hosted events, town-hall-type events, regional and field-related calls, video presentations, webinars, intranet and blog submissions, peer recognition and hotline services, as appropriate

(ii)    Design multiple and variety of change management and communication formats for effective change management campaign

(iii)  Develop change champions across the organization to ensure appropriate action and positive postures to the changes determined by the Steering Committee

(iv) Enable learning from the organization and incorporating the learning into the change management processes to foster optimal change outcomes.

Scope of Work:

 

The consultant will engage with the entire organization subject to the business process subject matter, ensuring the cooperation with relevant divisions/functions to achieve, inter alia, the consultant will:

 

(i)                  integrates lessons learned to ensure effective change management, as required in adopting and adapting to the recommended business process changes, particularly in the areas of finance, human resources management, and operational business conduct;

 

(ii)                Proactively capture opportunities for fostering buy-in and ownership by the programmatic, finance, and human resources management teams and across GGGI’s operations to adapt changes into operations as defined under the adopted reforms.

 

Output/Reporting Requirements/Deliverables:

 

Under the supervision of the Director, SPC, the consultant will be required to develop and support implementation of a change management and communications plans under a clear road map that accounts for GGGI’s organizational reality and integrates and regularizes rapidly the outcomes and objectives defined under the reforms into the operations of GGGI. The consultant will prepare periodic outputs, including

 

(i)                  inception report, which outlines the road map, a change management and communications plan as a time-bound and sequenced program;

(ii)                periodic reports on progress as the road map is being delivered; and

(iii)              final report that collates all results of the change management and communications plan organized for future use and value for forthcoming change processes.

 

Qualifications/Experience/Expertise

 

QUALIFICATIONS

 

  • Minimum of 10 years of relevant professional experience that combines intellectual and managerial leadership in strategic planning, change management and process design/improvement, with a strong focus in change management and communications processes, preferably in private sector contexts;
  • Knowledge of the sustainable development, climate change, management consulting for nonprofits, preferably at the international level.
  • Master's degree in relevant fields in international development, public policy, environmental studies, economics, communications or other relevant social science field.
  • Experience of strategic planning and communications and change management
  • Proficiency in written and spoken English is essential

 

FUNCTIONAL

 

  • Excellent knowledge of results-based management, programming and practical application of Theory of Change methodology at the corporate level
  • Proven experience and knowledge on business process design and formulation of corporate results frameworks
  • Experience with process improvement and process management
  • Strong analytical skills of qualitative and quantitative data
