Introduction:

 

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI has a diverse portfolio of programs in developing countries and emerging economies around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development activities which build a strong theoretical and empirical basis for green growth, and knowledge management and sharing activities that provide concrete options and guidance for policymakers, as well as help build the conditions for public and private green infrastructure investments.

 

The primary function of the Strategy Unit, within the Strategy, Partnership and Communications Department (SPC), is to lead the development of the strategic direction of the organization through strategic and corporate planning, and to develop the Work Plan and Budget 2019-2020 (WPB) and define and report on the Corporate Results Framework (CRF), including identifying and programming intermediate and strategic outcomes. These core documents set the course for GGGI towards the delivery of tangible outcomes at speed and scale. The Strategy Unit will consult internal stakeholder while developing strategic initiatives to encourage mutual ownership and relevance of products.

 

GGGI is in a process to reform the WPB process to facilitate more flexible and agile response to the demand for its service to integrate green growth models into its partner countries’ planning and investment proposals. The WPB formulation will be initiated through a portfolio review that will assess the operational progress, outputs, outcomes and progress toward impacts, as well as identify arising issues, impediments, challenges and risks to the operational program. This will result into a comprehensive analysis and report on GGGI’s work todate and in the last 12 months, which will be summarized in the Annual Report 2017.

 

The portfolio performance review will also provide a basis for the WPB allocations, in particular it will inform the allocation system on the feasibility of counterpart resourcing of the programs and help determine a rational and data-based process for performance based allocation.

 

Finally, the portfolio review will provide adequate basis for ensuing automation of the corporate and operational results management, guidance and direction for an implementation plan for data collection, management and analytical tool that will increase results management efficiency and GGGI’s capacity to report its results more widely and effectively in terms of GGGI’s strategic outcomes, which in turn are aligned with GGGI’s partner countries commitments to the Nationally Determined Contributions under the Paris Agreement 2015 and their ambitions to achieve the Sustainable Development Goals.

Objectives/Purpose of the Assignment:

GGGI is now hiring a seasoned consultant, for a period of 3 months, provide analytical, methodological and operational support to ensure professional and timely delivery of duties and services of the Strategy Unit, particularly with respect to organizational results-based management and reporting. Based in Seoul and under the supervision of the Director, SPC, and together with the staff of SPC, the consultant will carry out the annual portfolio review, develop analysis on the portfolio and corporate results framework data for the purposes of the annual report. Specifically, among others, the consultant will:

(i)      Review and recommend changes to the results management process to ensure timely and efficient results data collation, integration, and analysis process, identifying opportunities to streamline the results data collation process, capturing lessons learned in results-based management to support improvement of existing policies and procedures;

(ii)    Builds buy-in and capacity of results reporting requirements, working closely with divisional, departmental, and unit heads.

(iii)  Carry out a fundamental review of the portfolio, identifying progress against the corporate results framework, donors’ requirements and priorities, and operational program and project logical frameworks, integrating these to a design and delivery of organizational reports on GGGI impact, including conduct of data collection, assessment, and analyses processes, and prepare synthesis of the data for dialogue with the operational and other units across the organization;

(iv)   Support identification of issues and challenges, issues and gaps emanating from the portfolio analysis and identify mitigation mechanisms for these challenges in consultation with the country teams and GGGI as a whole to ensures effective coordination of resources and corrective actions to ensure attainment of objectives against established timeframes and deadlines;

(v)    Collate results data for 2017 operational and corporate outputs, intermediate outcomes, strategic outcomes as defined in GGGI’s Corporate Results Framework and operational program and project logical frameworks, and outputs and outcomes defined in donor results matrices agreed by GGGI.

(vi)   Prepare summary analyses on the portfolio for internal and external communication, and on the corporate results framework and the operational logical frameworks for the Annual Report of GGGI 2017 in addition to other communication documentation that draw on the results, as determined.

(vii) identify a path for automation of this process based on above reviews and assessments.

 

Scope of Work:

 

The consultant will engage with the entire organization subject to the business process subject matter, ensuring the cooperation with relevant divisions/functions to achieve, inter alia, the consultant will:

 

(i)                  integrates lessons learned from the operational and corporate results management process, develop and support implementation for effective change management, as required in adopting and adapting to the recommended changes to the results monitoring and management process;

 

(ii)                Proactively identify opportunities for development of buy-in and ownership by the programs, finance, and human resources management teams to enhance and adapt their operations to the newly adopted reformed processes.

 

(iii)              Ensures common understanding and “ONE GGGI” approach among country teams, units and divisions, as well as core donors, of GGGI results and CRF methodology;

 

(iv)               Maintains professional relations with core donors and key stakeholders to capture and integrate reporting needs and manage “client” expectations. 

 

Output/Reporting Requirements/Deliverables:

 

Under the supervision of the Director, SPC, the consultant will to carry out a fundamental review of the results management process, collate and analyze operational and corporate results as defined by the logical frameworks and the corporate results framework for the purposes of initiating WPB preparation and for the Annual Report 2017. The outputs of the consultant’s work include the actual central-level data collation, analysis and reporting for the annual portfolio review, thus enabling the initiation of the WPB preparation; and a summarize the operational and corporate results in the Annual Report 2017.  The reports of the consultant will include, but not be limited to:

 

(i)                  Inception report, which provides a time-bound and results focused plan for the delivery of the assignment;

(ii)                Recommendations report for changes to the data collation, analyses, and reporting processes; and

(iii)              Proposal for automation of the process.

 

Qualifications/Experience/Expertise

 

QUALIFICATIONS

 

  • Master's degree in a relevant field, preferably in international development, environmental studies, economics, political science, etc. Certification on monitoring and evaluation (M&E) will be an added advantage;
  • 8 years of relevant work experience, minimum 5 years’ experience in project and change management, of which at least 2-3 years in M&E; preferably in the field of international development and/or sustainability consulting/reporting.
  • leadership in operational and corporate results data collation, analysis, and reporting; systems’ approaches to results reporting; input-output frameworks; and econometric summation and diagnostic tools for results reporting
  • good understanding of sustainable development, climate change, management consulting for nonprofits, preferably at the international level.
  • Master's degree in relevant fields in international development, public policy, environmental studies, economics, or other relevant social science field.
  • Experience of strategic planning
  • Proficiency in written and spoken English is essential

 

FUNCTIONAL

 

  • Excellent theoretical and practical knowledge of results-based management and the Theory of Change methodology;
  • Proven experience and knowledge on design and formulation of green growth/sustainability indicators and metadata; logical framework nested approach; and progress reporting to donors and shareholders;
  • Strong analytical skills of qualitative and quantitative data;
  • Experience with process improvement and process management.
