Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

IOM has been engaged by the Office for the Presidential Adviser to the Peace Process (OPAPP) within the Government of the Philippines (GoP) to assist in the implementation of the Payapa At Masaganang Pamayanan (PAMANA) Projects in the Autonomous Region In Muslim

Mindanao (ARMM). The PAMANA Programme aims to: a) Reduce poverty and vulnerability in the conflict-affected and conflict–vulnerable areas; b) Improve governance; and c) Empower communities and strengthen their capacities to address issues of conflict and peace through activities that promote social cohesion.

Under the general guidance of the Chief of Mission for IOM in the Philippines and direct supervision of the Senior Program Manager overseeing the PAMANA Programme for IOM, the Consultant will be responsible for establishing IOM’s Conflict-Sensitivity Peace Promotion (CSPP) practice area, providing high quality advisory services to IOM management and field teams, as well as, the Government of the Philippines, in both conflict sensitivity and peacebuilding. The Consultant will also lead and contribute to research and assessments that contribute to conflict sensitive programming.

Specifically, the Consultant will be responsible for consolidating existing research and information relevant to the protracted conflicts within the Autonomous Region of Muslim Mindanao (ARRM), preparing a regional context analysis and providing technical input into the theory of change for the project. Moreover, the consultant will provide support to the development of the tools and methodology for conflict sensitive programming at the community level and assist in training the field teams in implementation, as well as, contribute to the community of practice in CSPP.

Core Functions / Responsibilities:

The Consultant will be working on four main result areas:

1) Review of existing literature, research findings, data and other information sources and formulation of a context/conflict analysis for the ARMM.

2) Develop, as a result of the literature review and existing best practice in conflict sensitivity Page 1 / 4and peace promotion, a theory of change relevant to the PANAMA programme and contribute to the community practice in peace promotion.

3) Develop a survey for key informants and contribute to the surveys developed by other sections for the purposes of assessment and conflict analysis and conduct training in the use of the tools in the field.

4) Provide technical input to the community assessment and engagement process to ensure that conflict and peace building indicators are incorporated into the tools and methodology and that they are measurable.

Specifically, the consultant will:

• Contribute to the development of the theory of change and strategic approach for IOM’s contribution to the PANAMA project.

• Coordinate the establishment of the Conflict Sensitivity and Peace Promotion section and contribute to IOM’s peacebuilding community of practice, ensuring the application of Do No Harm (Do No Harm) principles;

• In collaboration with colleagues, identify emerging trends in relation to conflict sensitivity and peacebuilding that will inform programming, ensure the application of DNH and lead to collective learning with the GoP counterparts;

• Assist in designing and facilitating DNH analysis and assessments and participatory conflict analysis, and conduct capacity building, coaching and mentoring in the implementation of the assessment and community participatory approaches;

• Lead evaluation visits from a peacebuilding and conflict sensitivity lens using well-established Peace Promotion and M&E tools;

• Identify new opportunities to build upon or extend previous IOM or GoP learning and lead such learning initiatives in the CSPP field.

• Spearhead learning initiatives under the CSPP, including conceptualization, case study development, data collection, analysis and compilation of findings and lessons learned. • Work collaboratively across thematic areas, with national staff and other consultants, especially the Community Engagement and Planning consultant.

• Develop new content for key stakeholders for general awareness raising and partnership development in the field of CSPP;

• Other duties as agreed with Chief of Mission or Snr Programme Manager. Deliverables:

• Work plan for the deliverables contained within the Terms of Reference. • Develop and present a theory of change relevant to the PANAMA programme based on some of the existing work conducted by OPAPP.

• Establishment of the CSPP section and conduct a training/induction for the staff within the section and engaged in the field work.

• Review of existing literature, research findings, data and other information sources and formulation of a context analysis for the ARMM.

Page 2 / 4• Prepare and present a report on existing best practice in conflict sensitivity and peace promotion specific to the Philippines context.

• Prepare a survey for key informant interviews and a methodology for conducting them. Conduct a training for staff on the use of the tools and application of the methodology. • Contribute to the community engagement, assessment and planning tools and methodology. • Prepare and present a final report on conflict sensitivity and peace promotion in the Philippines, vis-à-vis, IOM’s contribution to the PANAMA project.

Required Qualifications and Experience:

Education

• Advanced university degree in social or behavioural sciences, or another relevant discipline. A specialization in peace and conflict studies would be beneficial.

Experience

• The Consultant must demonstrate a balance of strong technical skills in conflict sensitivity, DNH, and peacebuilding effectiveness, organizational management, skills and experience in a range of settings in developing and conflict-affected countries.

• A minimum of 10 years progressively responsible international experience in the conflict sensitivity and peacebuilding field, three of which should be field experience implementing peacebuilding and/or development/humanitarian programming in conflict-affected areas. • At least Experience with a UN agency or INGO in a post-conflict country is required. • Knowledge of Do No Harm and other peace promotion concepts and tools.

Languages

Fluency in English is required. Working knowledge of a language of the Philippine Archipelago is an advantage.

*The consultant will be expected to travel within the Philippines in accordance with IOM standard operating procedures.
