Individual national consultant to develop a consolidated report on review of the multidimensional child poverty (MDCP) methodology in Viet Nam

The purpose of the assignment is to provide technical assistance for developing a consolidated report on review of the multidimensional child poverty (MDCP) methodology in Viet Nam and harmonization with the national multidimensional poverty (MDP), including revision of the current lists of MDCP indicators and construction of MDCP. The consolidated report – to be published jointly by MOLISA and UNICEF – will present key findings and analysis based on recently completed MDCP discussion papers and analysis report, and results from MDCP construction based on revision of the list of MDCP with the aims to provide evidence and options for the government to inform the review MDP and Mid Term Review of the National Targeted Program for sustainable poverty reduction in 2018 that is expected to enhance more child sensitive perspectives. The document and the process is expected to also inform the recommendations for key set of indicators to be used for monitoring Viet Nam’s progress towards SDGs.

Purpose:

2. Develop an alternative new option for MDCP construction, including a short list of indicators/domains, MDCP calculations with alternative thresholds, in consultation with PRO and UNICEF

Qualification/Specialized Knowledge and Experience:

  • Advanced degree in economics, statistics and public (social) policy, development studies and other relevant fields.
  • Over 10 years of experiences in undertaking econometric analysis and poverty analysis, including child poverty providing advisory support in policy dialogues with high-level decision-makers in the Government.
  • Knowledge of Viet Nam’s poverty and child poverty approaches and methodologies
  • Good written and communication skills in English, and ability to formulate concepts into audience-friendly materials.
  • Proven track record of working with government partners.
  • Excellent team work skills.
  • Ability to produce high quality, analytical, strategic and concise documents.

  1. Technical Proposal: Interested consultants are requested to submit a technical proposal outlining the proposed ideas and plan. The proposal should also describe the comparative advantages of the consultant to undertake the assignment.

  3. Financial Proposal: The consultant must prepare a lump sum financial proposal with breakdown of cost including the consultancy fee, per-diems, travel and transportation costs, and other ancillary costs if needed.
  4. Three Referees with details of similar consultancy assignments of the consultant.
