UN VOLUNTEER DESCRIPTION OF ASSIGNMENT IDNR000057--Communication Officer The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Living Conditions

The position will be based in the Jakarta, capital of Indonesia, where basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available.

All staple foods can be found in the markets, e. g.: rice, meat, vegetables, fruit, cooking oil, salt, etc. Many imported goods are available in Jakarta. Jakarta has numerous good restaurants with good health standards.

Jakarta’s climate is generally hot and humid, with the Indonesian wet and dry seasons dividing the year in two. Average temperature is in the upper 30°C range year-round, and the rainy season lasts between November and March.

The most used means of transportation are taxi or local bus. Mobile phone is the most reliable tool to communicate with colleagues and friends. Internet service is readily available at most apartment complexes. ATMs are everywhere in Indonesia and Western cards can usually be used to withdraw Indonesian Rupiah.

Organizational Context & Project Description

The Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level. Resident Coordinators lead UN country teams in more than 130 countries and are the designated representatives of the Secretary-General for development operations. Working closely with national governments, Resident Coordinators and country teams advocate the interests and mandates of the UN system while drawing on the support and guidance of the entire UN family. Coordinating development operations promotes more strategic support for national plans and priorities, makes operations more efficient and reduces transaction costs for governments. This helps the UN to be a more relevant and reliable partner for governments. The UN Resident Coordinator is also the head of UNDP (UNDP Resident Representative) and lead the United Nations Country Team of Agencies in Indonesia. The Office of the Resident Coordinator (RCO) support the Resident Coordinator to coordinate UN technical assistance to the Government of Indonesia with a focus on the Sustainable Development Goals (SDGs).

The United Nations Development Programme (UNDP) that partners with people at all levels of society to help build nations that can withstand crisis, advance resilience, and drive and sustain the kind of growth that improves the quality of life for everyone. UNDP has been present in Indonesia for over 35 years, supporting the government to advance human development in the country. As one of many UN entities, UNDP implements activities under the broad umbrella of the UN Partnership for Development Framework (UNPDF). Simi-lar to the UNPDF, UNDP’s country programme is furthermore fully aligned with Indonesia’s national development goals. By ensuring that programmes are in line with national development priorities as well as with the outcomes of the UNPDF, UNDP aims to foster national ownership and needs responsiveness, while at the same time supporting coherence and synergies of the UN system partnership with Indonesia.

Indonesia is a middle-income country that have experienced rapid economic and human development in the past decades.

However, significant sustainable development challenges remain including inequalities, maternal mortality, nutrition and stunting and environmental challenges on land and at sea. The partnership between the UN in Indonesia and the government aims to advance national development priorities and progress towards of the Sustainable Development Goals with support through policy advice and advocacy, capacity building and knowledge sharing.

The International UN Volunteer as a Communication Officer will work under the direct supervision of the Head of UNDP

Communication and Head of the RC Office.

Task description

Under the direct supervision of the Head of UNDP Communication and the Head of the RC Office and overall guidance of the UN Resident Coordinator, the UN Volunteer will undertake the following tasks:

Preparation of written speeches, op-eds and other communication tools for the RC

Social media strategy and content for the dissemination of op-eds by the RC, particularly when writing as RC.

Coordinate UN in Indonesia joint SDG communications initiatives

Manage UN in Indonesia website and social media.

Supporting UNDP Communication Specialist for the preparation of UNDP press releases, op-eds and other communication

outreach materials.

Support UNDP’s Communication Unit to execute the CO annual communication strategy.

Any other tasks as assigned by the UN RC, UNDP Country Director and UNDP Deputy Country Director related to

communications.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International 14 Sep 2017 Page 2 of 5 Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute

articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with

the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering,

orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible.

Speeches and other communication outreach materials such slides, talking points for the RC and UNDP Country Director and

Deputy Country Director.

Op-Eds for the RC and UNDP Country Director/Deputy Country Director on English language Newspapers in Indonesia (The

Jakarta Post; Jakarta Globe) and national newspapers on UN-related issues in the country.

Write content for UN in Indonesia newsletter and Quarterly UNDP newsletter for donors and other key development partners,

containing human-interest stories of UNDP projects as well as relevant activities.

Human-interest stories and articles on UNDP activities for UN in Indonesia website, UNDP Indonesia website and UNDP Asia-

Pacific and UNDP global website.

Promotional materials on UN such as leaflets, brochures and other knowledge products.

Submission of articles/features about UN initiatives in Indonesia in local and international media. This includes interviews on

print and electronic media.

• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including

supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity

(AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final

statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the

number of volunteers mobilized, activities participated in and capacities developed

Experience Description

At least 7 years of relevant work experience in the area of journalism, particularly in print and digital industry, such as

magazines and online or corporate communications;

Strong network of contacts with Indonesian journalists would be an asset;

Excellent writing skills in the area of human development;

Experience in devising and executing social media strategy, particularly on Twitter, Facebook and Instagram;

A wealth of relevant contacts of the upper management levels in the private sector in Indonesia would be desirable;

Experience working within the UN or familiarity with the UN structure and mechanisms, would be an assent;

Familiarity and working experience in Indonesia with knowledge of Bahasa Indonesia would be a great asset.

Conditions of Service for International Specialist:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and

satisfactory performance. However, there is no expectation of renewal of the assignment.

A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family

Allowance (FA) for those with dependents (maximum three).

The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and

other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,587. The

VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis

according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty

stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is

published at the beginning of every month on the ICSC website http://icsc.un.org.

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a

Well-Being Differential (WBD) on a monthly basis.

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the

duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty

station.

14 Sep 2017 Page 4 of 5 UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final

repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment.
