The Green Climate Fund (“the Fund”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

TheFundwillcontributetotheachievementoftheultimateobjectiveoftheUnitedNationsFramework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The Fund is governed by a Board, composed of an equal number of members from developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund pursues a country-driven approach in its operations. The Information Disclosure Policywasrecentlyapprovedby theBoardanditsimplementationwillenhancethetransparencyof the Fund’s operations.

The Independent Integrity Unit (IIU) was established with a mandate that relates principally to the prevention and/ordetection of integrity violations in the useof the Fund’s resources and by allpersons under the jurisdiction or authority of the Fund.

TheDataAnalystAssistantConsultantwillbebasedattheFund’sheadquartersinSongdo,IncheonCity, South Korea. The position is for three month-period.

Role

The Data Analyst Assistant Consultant will be responsible for developing a mechanism for understanding and predicting patterns of integrity violations, through the mining of large volumes of data in order to develop predictive models using advanced algorithms. The analytical products developed will be utilised for the effective deployment of resources, and for the development of tools to disrupt identified patterns of abuse and to respond to integrity violations. Duties and responsibilities

Under the overall guidance of the Head of the Independent Integrity Unit, s/he will be responsible for but not limited to:

  • Identifying and acquiring structured and unstructured data from multiple primary and secondary sources;
  • Cleaning the data by detecting and removing errors and inconsistencies in order to improve the quality of the dataset;
  • Creating efficient, usable databases from the cleaned datasets;
  • Usingadvancedalgorithmstoanalysethedatasetandtoextrapolatedatapatterns,andtogenerate descriptive and predictive analysis; Producinganalyticalproductsandreportsthatdescribeandaccuratelypredictthelikelyoccurrence of integrity violations based on statistical modelling;
  • Performing such other related duties as may be required by the Head of IIU.

Required experience and qualifications

  • University degree in Law, Criminology, Social Science or any related fields;
  • At least two years of relevant work experience in a data analyst role;
  • Theidealcandidatewillbehighlyorganisedwithasoundtechnicalknowledgeof dataanalysis, able to exercise sound judgment, have good decision-making abilities, be comfortable working in a multi-dimensional team, and be capable of working under strict timelines with little supervision;
  • AbilitytoreadandcommunicatefluentlyinEnglishisessential;theabilitytoreadandcommunicate in one or more other major languages (French, Spanish, Russian, Chinese, Arabic) is desirable; 

  • Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint, Outlook, and Access; 

  • Experience of establishing strong working relationships with colleagues from different functions and cultures.
