UNICEF in The Gambia, through the Ministry of Health and Social Welfare will be implementing Gavi’s support to Health System Strengthening (HSS) with a focus on immunization services from 2017-2021. Part of the grant will be used for the construction of outreach clinics, serving as a platform for the provision of integrated immunization and maternal and child health services. There are plans to construct 30 new outreach clinics, refurbish 40 outreach clinics and construct 5 new dry stores. A sketch design of the outreach clinics has been developed and the clinics will be constructed as per the approved design and from a variety of material depending upon cost, access and availability. The construction work is planned to conclude by the end of December 2018.

How can you make a difference?

It is critical that UNICEF ensures that the construction work meets the highest standard and quality. In this regard and given the absence of a UNICEF Country Office (CO) expert in managing construction projects, the UNICEF CO requires the services of an engineer who will day-to-day supervise the construction component of the grant.

Under the general guidance of the Child Survival and Development (CSD) Manager and close coordination with the EPI officer, the incumbent will be required to develop and implement a plan for the quality assurance and control of the construction of the outreach clinics in the Gambia. The position will be based in Banjul, The Gambia, with travel to many parts of the country.

Specifically you shall:

  • Work with EPI to develop a detail action plan for construction of the outreach clinics under the Gavi HSS grant;
  • Assess EPI’s requests including the design and location of construction and the detailed cost estimates;
  • Plan, implement and monitor the implementation of construction work with regard to available resources, objectives, recommendations and to implement changes where necessary;
  • Assess the construction work with regard to quality assurance and, where necessary, recommend and arrange changes;
  • Assist in the review and evaluation of the technical, institutional and financial feasibility and constraints of the construction work in coordination and collaboration with UNICEF EPI officer and EPI officials;
  • Undertake field visits and surveys in order to monitor and evaluate the construction implementation. Identify problems and propose remedial actions;
  • Liaise with relevant colleagues at UNICEF Supply Division and consult and seek counsel where necessary;
  • Develop plan and work with the construction consultancy firm to conduct regular monitoring and review to ensure the quality;
  • Prepare the preparation of HSS reports and participate in regular meetings with GAVI and MOHSW and EPI as required.

 To qualify as a/an [champion or advocate] for every child you will have…

  • University/advanced degree in civil engineering, construction engineering, architecture or other relevant technical area;
  • A minimum of at least 5 to 10 years’ experience in construction contract management of reinforced concrete buildings;
  • knowledge of materials, methods, and the appropriate tools to construct structures and buildings; knowledge of structural engineering in the design of reinforced concrete, steel, masonry, and timber as applied to construction of buildings and structures; proven ability to identify potential problems and recommend appropriate solutions manner; strong links in humanitarian community;
  • Excellent writing and presentation skills; ability to work productively in a multi-cultural environment; good health and willingness to travel and live in locations with difficult conditions;
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
