UNICEF Europe and Central Asia Region (ECARO) is looking for an individual consultant to conduct an analysis using existing relevant data (at global, regional and country levels) to develop country profiles in the area of immunization for all the countries in the region.

Background

UNICEF Europe and Central Asia Region (UNICEF ECARO) is supporting COs in the region in their efforts to strengthen immunizations systems and improve immunization coverage.  Evidence generation and data management (availability and analysis) are critical areas for the development of targeted interventions, identify the needs for technical assistance and investment in immunization at both regional and country levels. Therefore, UNICEF ECARO is looking for an individual consultant to analyze existing evidence in assessing the performance of routine immunization systems, analysis in of inequities in immunization and provide information about financial sustainability of immunization programs.

Purpose of the Assignment

conduct an analysis using existing relevant data (at global, regional and country levels) to develop country profiles in the area of immunization for all the countries in the region.

Assignment Tasks

1) Develop analysis methodology (objectives, areas for analysis; list of data required, and expected outcomes)

2) Gather historic immunization system and equity associated data, including

  • Historic data from annual WHO/UNICEF Joint Reporting Form on immunization in 2011-2016:
  • Relevant coverage and equity data from the latest two surveys of the Demographic and Health Surveys (DHS) or Multiple Indicator Cluster Survey (MICS), or other data source/s;
  • District level immunization data and analysis form WHO monitoring system and, when possible with support from UNICEF country offices;
  •  Historic data from Effective Vaccine Management Assessments when applicable;
  • Country related databases, whenever accessible at global, regional and country levels.
  • Identify the main system level bottlenecks affecting low immunizations system performance  based on existing evidence and  discussion with relevant countries

3) Consolidate, streamline and develop immunization database/s for future use;

4) Conduct analysis to measure the performance of routine immunization systems, including main bottlenecks influencing immunization performance, by working together with the designated supervisor and selected UNICEF country offices;

5) Develop country profiles for all (21) countries in the region on performance of routine immunization systems and main bottlenecks influencing it.  

Expected Deliverables

Qualifications of Successful Candidate

Education

  • Degree in Public Health. Health statistics or other relevant social sciences;

Years of relevant experience

  • At least five-year experience in public health/immunization program
  • Good knowledge of immunization programs and associated issues, particularly UNICEF/WHO global and regional priorities in immunization;
  • Experience in conducting data analysis and developing country profiles in the area of public health, preferably national immunization programme (relevant documentation required);
  • Experience in working in Europe and Central Asia region/low-resource or developing country settings will be an asset;
  • Experience in working with UNICEF, World Bank, other UN agencies, and other international partners a plus;
  • Experience in writing highly professional English language reports and develop debriefing presentations;
  • Other language skills desirable;

Work relationships:  The consultant will work under the direct supervision of the Regional Immunization Specialist and in close consultation with the relevant country offices

Location:

The assignment is home-based and does not require travels.  

Estimated Cost of Consultancy: Estimated cost of consultancy is up to 35 working days. The Consultant shall indicate the total amount with daily fees. UNICEF will issue a consultant contract in USD. The payment will be made in USD by bank transfer and in instalments upon deliverables as per contractual agreement. Applications submitted without a daily/monthly rate will not be considered.

Reservations: UNICEF reserves the right to terminate the contract without a prior notice and/or withhold all or a portion of payment if performance is unsatisfactory, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the project partners are not followed, if work/outputs are incomplete, not delivered or for failure to meet deadlines. 

The candidate selected will be governed by and subject to UNICEF’s “General Terms and Conditions for individual contracts.”
