Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and cha nnels significant financial resources into developing countries to help build low -emission and climate- resilient societies. It is country -driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has built up an e xtensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. The Risk Specialist will be responsible for providing financial analysis of the funding proposals to evaluate risk. The Specialist will prepare assessments of the funding proposals based upon their findings to help make decisions and for providing updates to the business functions and senior management team – a particular focus will be on the financial soundness of the projects and the ability to justify concessionality on size, pricing, tenor, instruments and subordination. The Specialist will also be resp onsible for maintaining and promoting risk -rating models and other analytical tools for assessing concessionality.Duties and responsibilities

the assessment and identification of key risk factors impacting the project or programme;

• Maintain and promote the risk -rating models, grant equivalen t calculator and other analytical tools for assessing concessionality;

• Conducting the fundamental risk analysis and assign internal risk ratings to projects and programmes; • Review and analyze financial models; perform sensitivity analysis to provide inputs on risk to be utilized for the structuring of projects and business functions;

• Analyze and assess the concessionality and pricing for all funding requests;

• Provide recommendations to improve a project or programme and determine the appropriate financial instrument to be used for a specific project or programme when appropriate;

• Support the GCF team which includes the Board, the Risk Management Committee, and Senior Management Team for them to effectively fulfil their duties;

• Provide support to other Specialists and may be called upon to assist with large and complex transactions; and

• Undertake other tasks as assigned by the Head of Risk Management and Compliance.

Expected experience and qualifications*

• A minimum of a Master’s degree or equivalent in Economics, Finance, Business Administration or related disciplines;

• A minimum of 7 to 9 years of relevant international experience working in a similar setting e.g. international financial institution, ratings agency, international bank, development agencies or other similar institution;

• Advanced analytical capacity including extensive experience with analytical tools

• Financial modelling skill is a must

• Excellent written and verbal communication skills

• Ability to work in multi-cultural environments and possesses strong political sensitivity • Professional experience in a developing country is an advantage; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be seen as indicators of the experience and skills that would qualify candidates for consideration. Selection among short -listed candidates will also take into account performance at interview, appropriate testing, and references.
