Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate act ion and channels significant financial resources into developing countries to help build low -emission and climate- resilient societies. It is country -driven and undertakes actions which reflect the circumstances of each country concerned and its national a spirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has bu ilt up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. The Legal Counsel will be part of the Office of the General Counsel and will provide legal support to the entire Fund on operational matters and assist in the preparation of legal documents, ensuring they are coherent with best practice and the legal framework of the Fund. S/he will prepare legal advice on the interpretation of statutes, treaties, contracts and other legal documents. Provide legal advice and draft memoranda of understanding, conduct due diligence in connection with funding proposals and prepare lega l advice on policies and procedures, personnel matters and governance questions.Duties and responsibilities

• Assist in the review and preparation of legal documents required by the Fund for its readiness operations and ensure they are coherent with best practice and the legal framework of the Fund;

• Review funding proposals and legal documents required by the Fund for its operations, and ensure they are coherent with best practice and the legal framework of the Fund;

• Draft, review, and negotiate legal arrangements with accredited entities;

• Provide legal advice, draft and negotiate memoranda of understanding and other contracts; • Participate as member or secretary in committees and working groups;

• Assist in drafting and reviewing documents (policies, instructions, guidelines) under the legal framework of the Fund;

• Provide legal support to other divisions on matters relating to operations of the Fund;

• Assist in developing internal controls and procedures for the various activities of the Fund; • Instruct and liaise with the Fund’s external counsel in Korea and abroad; and

• Undertake other work as may be assigned by the General Counsel.

Expected experience and qualifications*

• Juris Doctor, LLB, or equivalent law degree, and qualification to practice law in at least one jurisdiction (additional LLM degree is a plus);

• A minimum of seven (7) years of relevant work experience of which at least 4 years at the international level;

• Experience from working in an international financial institution is an adv antage;

• Experience in, or working with, developing countries;

• Curiosity in novel areas of law; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be se en as indicators of the experience and skills that would qualify candidates for consideration. Selection among short -listed candidates will also take into account performance at interview, appropriate testing, and references.
