Background & Rationale

UNICEF’s annual global education team meeting (GETM) will take place from 6-10 November 2017 in New York. The meeting will focus on the shift to the new UNICEF Strategic Plan (2018-2021), and what that means for our education programmes. It will begin with a focus on UNICEF’s approach to learning and skills across the lifecycle, with key discussions on equity. These sessions will include senior UNICEF staff, external expert speakers and Country Office presentations. For the final three days the meeting will shift inward, including a Marketplace of country and regional experiences, operationalizing the Strategic Plan, updates to the Education Strategy process, and key areas of discussion that have been raised by the field as important.

The meeting will provide an opportunity for HQ colleagues, the Regional Education Advisers and a number of education technical staff from the field and HQ to share the latest information and work together to identify gaps and strengthen systems to improve the delivery of education programmes. The meeting also provides participants the opportunity to engage in capacity-building and learning activities and share information and get updates from HQ divisions, regional and country offices.  The meeting is a critical forum for our HQ, regional and country level colleagues to team up and strategize together. A consultant is being sought to support the development of the agenda, facilitate the meeting for best results and outcomes and support the development of the meeting report.

Purpose

Against this background, the consultant will ensure quality preparation and facilitation, and support the reporting of the GETM to be held in New York from 6 November 2017. Face-to-face participation in the meeting is required. Travel is expected for candidates located outside of New York.

Expected results: (measurable results) 

1) Preparation: Final detailed agenda

 

A draft agenda has been initiated. The consultant will review the draft and provide feedback and inputs to ensure best results from the meeting. This will be done virtually or in person, depending on the location of the consultant.

2) Facilitation: Meeting facilitation for 5 days

 

The consultant will provide facilitation of the meeting to ensure the objectives of the agenda are met and the meeting is run smoothly. This consultant will be required to attend the meeting in New York.

3) Reporting support: Draft of GETM report based on inputs from UNICEF staff

The consultant will work with the Education Officer and meeting rapporteurs to provide a draft of the GETM report. This will be done virtually or in person, depending on the location of the consultant.

Duty Station

The consultant will be required to attend the GETM on from 6-10 November in New York City. The preparation and reporting can be done remotely.

* The number of days facilitating the meeting will be determined in consultation with the consultant in the process of finalizing the agenda. 

Key competences, technical background, and experience required

  • First university degree (Bachelor's) in communication and/or education, social development or relevant field is the minimum requirement. 
  • Excellent facilitation and training skills
  • Eight years of work experience required in the area of meeting facilitation at the senior level.
  • Strong communication, negotiating and networking skills
  • English language required; ability to communicate in other UN languages desirable.
  • Knowledge of and familiarity with UNICEF programming and processes desirable.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
