Background

The United Nations Development Programme is the global development network of the United Nations system that is on the ground in 177 countries, with its Headquarters in New York, USA.   The Bureau for Management Services (BMS) is a central Bureau tasked with the development of corporate strategies, policies, tools and systems in key cross-cutting management areas. Drawing on sound analytics and a risk-management approach, BMS supports the achievement of development results through management advice, innovative business solutions, and other corporate services in line with international best practices and evolving needs and expectations of development partners.  BMS also ensures policy adherence in operations management within UN Rules & Regulations, safeguarding UNDP’s accountability vis-à-vis Member States and other stakeholders. 

In support of UNDP’s current Strategic Plan, the Service Delivery Model adopted by the Bureau for Management Services (BMS) aims to provide more integrated, effective, and customer focused services.  These values inform the realigned Offices of Human Resources, Financial Resources Management, BMS Directorate, and the Office of Management Services (OMS). 

The Office of Human Resources (OHR) supports UNDP in achieving its vision and objectives through enabling the organization to attract, manage, and retain staff with relevant technical expertise, competencies and skills, by providing strategic HR advice and creating an inclusive working environment where staff are engaged, continuously develop professionally and perform at their best. Operating within the Bureau of Management Services (BMS), OHR’s key clients include UNDP executives, CO and HQs leaders and managers, individual staff members and HR practitioners.  The team works closely with colleagues in business solutions, OFRM and others in the BMS team to ensure a seamless service to our clients. 

Human Resource Management (HRM) the team within OHR responsible for the delivery of a full spectrum of strategic HR services to UNDP clients aimed to ensure that Bureaux and Offices can attract and effectively manage required talent in the culture of high performance, innovation and informed risk-taking. 

The Team offers several service lines, including business partnering for managers and staff, as well as a range of operational HR services from staff recruitment to separation and off-boarding. A distinct service line refers to the development of HR processes and systems with a particular focus on the use of technology to support and enable effective HR management, workforce analytics, HR performance monitoring and business process reengineering.

HRM collaborates closely with the Integrated Talent Management (ITM) and Policy and Compensation teams, and is an authoritative source of strategic advice and guidance on all issues of human resources management, as well as in providing client-specific HR solutions that are fair, consistent, objective and compliant with the policies and procedures of UNDP. 

Under the direct supervision of HR Specialist and the overall guidance of the Business Partner, the HR Analyst is responsible for competent advice of HR strategies to countries in Latin America and the Caribbean ensuring effective delivery of HR services. He/she analyses, interprets and applies HR policies, rules and regulations, provides recommendations on internal procedures and provides solutions to a wide spectrum of HR issues. The HR Analyst promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale. 

The HR Analyst works in close collaboration with the operations, programme and project teams in the COs, OHR and Regional Hub ensuring successful performance in HR management. 

Duties and Responsibilities

Advisory services on HR strategies and policies focusing on achievement of the following results:
  • Ensures full compliance of HR activities with UN rules and regulations, UNDP policies, procedures and strategies and effective implementation of the internal control of country offices.
  • Researches matters related to conditions of service, salaries, allowances and other policy matters.
  • Works with the Cos on the database of information on Cos, updates the folders, prepares summaries of the HR issues in the Region, makes recommendations to the Business Partner; suggest ways on improvement of the database.
  • Provides advice and information on corporate strategies, changes in rules and regulations, implementation of personnel rules, strategic use of contractual modalities, application of entitlements, change management processes.
  • Provides recommendation to country offices on the proper use of contractual modalities,  performance evaluation and staff career development management;
  • Keeps abreast of HR practices and their implementation (succession planning, career development and transition, strategic recruitment, advice on contract modalities, learning plan and performance evaluation, etc.).
 
Effective human resources management focusing on achievement of the following results: 
  • Guides country offices on recruitment processes including job descriptions, job classification, vacancy announcement, screening of candidates, interview panels, as required. Support transparent and competitive recruitment for the business unit and provides guidance to the business unit in line with corporate guidelines and policies;
  • Reviews recruitment under UNDP COs prior to submission to Central Review Board (CRB);
  • Provides hands-on support to recruitment of  key international positions in the Country offices;
  • Maintains and manages rosters as necessary;
  • Under the leadership of the HR specialist and the overall guidance of the Business Partners provides support to separation from services based on the contractual modalities.         
Organization Development, engagement and HR metrics focusing on achievement of the following results: 
  • Generates workforce data based on established HR metrics;
  • Studies the results of HR surveys, including GSS survey, for the business unit and recommends interventions and corrective actions where necessary.
  • Drafts presentations, briefing notes based on the analysis of the workforce data;
  • Drafts analysis on HR practices and strategic interventions to optimize the use of products/guidelines, and policies;
  • Analyses the results of global/regional HR surveys including engagement indexes and makes recommendations;
  • Gathers data from PMD and analyses data and analyzes outcomes.
Organization Development and Change Management
  • Supports business unit transformation processes by reviewing relevant submissions and proposals and recommending proposals for business efficiency.
  • Provides recommendations to business unit on HR alignment in the context of change management, separations, etc.
Facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:
  • Contributes to learning management.
  • Reviews completion of mandatory courses in the COs and follows up on as required;
  • Organizes of trainings for operations/ programme staff on HR issues.
  • Contributes to knowledge networks and communities of practice.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in HR, Business Administration, Public Administration or related field.
Experience:
  • 2 years of relevant experience at the national or international level in providing HR advisory services, particularly with regards to the Service Contract modality, recruitment services and/or managing staff and operational systems. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems. Experience in country offices and/or regional offices an advantage.

Language Requirements:
  • Fluency in English is required. Knowledge of another UN language is desirable.
