Who are we? 
 
Danish Refugee Council (DRC) is a leading global humanitarian organisation working in over 36 countries worldwide. The CASWA Region in DRC comprises of 3 countries; Afghanistan, Pakistan and Iran. DRC CASWA is continuously engaging in a number of regional activities with the aim to contribute to a more comprehensive approach to Afghan displacements.  In general DRC engages with key stake holders including UNHCR , and other donor stakeholders in a bid to advocate for durable solutions in the region. 
  
About the role 
 
DRC, IRC, NRC and Relief International all have a significant and long-standing operational presence in the countries most affected by the decade-long Afghan displacement (Afghanistan, Pakistan and Iran). They have decided to establish a more structured cooperation under the name of “The Afghan Displacement and Solutions Platform” (ADSP) with the aim to bring together civil society working across the major countries in the Afghan displacement axis to deliver coherent, evidence-based messages about Afghan displacement and possible solutions to key policy and implementation stakeholders.  
 
ADSP aims to address the issue of increasing legal, physical and material risk for displaced populations through the development of comprehensive, evidence-based solutions that can be communicated to policy, humanitarian and development stakeholders on international as well national levels. The platform comprises three components (research, capacity-building of stakeholders, policy/advocacy). The concrete content of the individual components are still under development in close dialogue between the four organisations. Basic funding for the first phase of the initiative is secured until the end of 2018. The ambition is however that the ADSP should develop into a more long-term project. 
 
The Project Coordinator is the lead in establishing the platform and is responsible for strategic design as well as general project and staff management within the framework of the ADSL. The Coordinator is expected to lead the development and management of the ADSP, coordinate closely with partner agencies and provide line and technical management of platform staff as additional functions in the ADSP becomes a possibility trough fundraising. Within the framework of the ADSP the ADSP Coordinator is expected to take a lead in developing and coordinating research, policy and advocacy linkages between Iran, Afghanistan and Pakistan 
 
The position reports to DRC’s Regional Head of Programme. This might however become subject to change once the project evolves. 
 
The Project Coordinator shall preferably be based in Kabul but it can become subject of negotiation. The chosen candidate must however be prepared to spend considerable time in the region (Afghanistan, Iran and Pakistan) and in general be prepared for extensive travelling. 
 
Duties and Responsibilities
 
In this position, you will be responsible for the following;  
 
Responsibilities: 
 
 
Setup and Management of Platform:  
  • Support the technical setup of the platform including coordinating between the 4 participating agencies (DRC, IRC, NRC and Relief International) and ensuring smooth communication between the stakeholders.
  • Ensure internal information-sharing among platform members at country and regional level 
  • Develop work plans for each of the primary ADSP components 
  • Monitor work plans and budgets, and if relevant manage secretariat staff and consultants,  
 
Research and Knowledge Management:   
  • Facilitate and organize regular consultation/technical workshops and learning events/meetings on key issues of interest to ADSP
  • Coordinate and manage the implementation of ADSP research and knowledge management agendas  
  • Work closely with the appointed technical leads for each of the three component
  • Ensure cross-learning and coherence between the different countries and at regional level  
  • Quality control of ADSP publications  
  • Gather and disseminate relevant data, information etc. to key stakeholders of the initiative 
 
Capacity Building:  
  • Ensure active engagement with civil society actors and displacement-affected communities to ensure their participation and support for the initiatives under ADSP  
  • Support development of and dissemination of learning tools  
  • Organize learning events  
 
Policy and Advocacy: 
  • Proactive engagement and coordination with relevant stakeholders, following the sign-off of ADSP members
  • Proactive engagement in policy development processes such as CRRF  
  • Support existing forums and members to engage with governmental and inter-governmental actors on displacement and durable solutions for Afghans, in a way that is agreed with ADSP members.
  • Ensure continued engagement with key players on displacement and solutions in the region 
 
 
To be successful in this role you must have: 
  
  • Minimum 3-5 years of relevant experience in a similar role.
  • Minimum 3 years of relevant working experience in analysis and reporting
  • Proficiency in English is essential.
  • Excellent interpersonal, diplomatic and negotiation skills with high level of flexibility in a challenging and fast moving multicultural environment.
  • Excellent organizational skills and ability to determine priorities and respect deadlines.
  • Proven experience in report writing.
  • Expertise in coordination.
  • Experience working in complex and volatile contexts
  • Ability to build and maintain effective relationships with senior representatives of INGOs, IOs and government structures.
  • Thorough understanding of protection issues.
  • Strong experience of financial management and donor compliance processes.
  • Knowledge of the key tools used by donor agencies, such as logical frameworks, results chains, results-based management and financial administration systems.
  • Ability to work and travel within the project locations.
  • Willingness to perform other duties as required from time to time. 
 
We offer 
 
DRC will offer the successful applicant a contract until 31.12.2018, renewable dependent on funding and performance. 
 
Salary and conditions will be in accordance with DRC’s terms of employment for international staff. This position is classified at level A12 as per DRC Terms of Employment for Expatriates.
