Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil, Kirkuk and Hamam Al-Alil.

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.

 

Overview:

The purpose of Camp Management Assistant- Community Outreach is to provide support day to day activities of CCCM project. The CM Assistant- Community Outreach is responsible for engaging with the community, providing important messages, and supporting their participation in all aspects of life in the camp.  This includes support to establishing and supporting representative committees and the Camp Council.

Camp Management Assistant- Community Outreach reports to CCCM Project Coordinator.

This position will be based in Hamam Al-Alil.

 

Ideal Candidate Profile:

University degree is required in Social Science or relevant fields with (2) years minimum experience as CCCM Assistant in a humanitarian/recovery context – preferably within a camp-setting. The ideal candidate should speak and write Arabic fluently and should have good English knowledge. Good computer application skills in Microsoft Excel, Word, PowerPoint, database and network communications required.

 

Key Job Tasks and Responsibilities:

  • Work with camp residents to understand issues faced by camp residents, and work with CCCM Officer, Coordinator and Camp Manager to identify solutions.
  • Supervise and report on regular focus group discussions with community members.
  • Work to create community councils, community discussions, and similar methods of creating two-way communication.
  • Organize informational campaigns related to health, safety and protection topics in the camp.
  • Liaise with community Mukhtars, and community representatives of various organizations to facilitate camp programs, and respond to camp issues.
  • Organise and undertake regular meetings with community representatives and ensure these are reported on.  Organise and undertake trainings and offer capacity-building as required.
  • Encourage the active participation of women, people with vulnerabilities and other less represented groups.
  • Attend onsite coordination meetings pertaining to CCCM activities and development to avoid duplications of activities.
  • Provide project-level and field-level capacity building for staff, communities and local government (if required by the project).
  • Monitor and report the progress of CCCM projects from beginning to end.

  • Ability to work in Hamam al Alil, and provide own accommodation.
  • Ability to communicate effectively with people of all ages, genders, education levels, and backgrounds.
  • Good reporting and coordination skills.
  • Good cultural awareness, empathy and sensitivity.
  • Highly approachable, trustworthy and confidential.
  • Ability to work independently whenever required.

 

The post will be for three (3) months contract duration with possibility of extension subject to funds.

Salary: 4/1 according to NRC-Iraq's salary scale

Duty Station: Hamam Al Alil.
