Senior Monitoring, Evaluation and Learning Officer (National Contract)

We are looking for a highly qualified Senior MEL Officer. The successful candidate will fulfill MEL responsibilities including, but not limited to: daily follow-up and tracking of monitoring activities, oversee timely and quality data collection, support field MEL colleagues in monitoring activities, directly supervise the responsibilities of the MEL Officers and Assistants in the cenrtal and southern bases.

The assistance can consist of relief and other humanitarian aid, rehabilitation and support to returning home, and the promotion of durable solutions. 
 
About the job 
 
The successful candidate will fulfill MEL responsibilities including, but not limited to: daily follow-up and tracking of monitoring activities, oversee timely and quality data collection, support field MEL colleagues in monitoring activities, directly supervise the responsibilities of the MEL Officers and Assistants in the cenrtal and southern bases. 
 
 
Duties and Responsibilities 
 
Management:  
• Directly supervise the responsibilities of the M&E Officers and Assistants in the central and southern bases. 
• Oversee the performance of supervised staff, including contributions to the performance appraisal and capacity development plans.
 
Monitoring: 
• Responsible for ensuring timely and accurate data collection according the Monitoring and Evaluation Plans (MEPs) developed by the M&E Field Coordinator. 
• Regular presence in the field by conduct routine field visits to Sothern and central bases, and any required visits as planned with the M&E Filed Coordinator, to ensure the quality of the monitoring activities as well as support the team in data collection and tracking; 
• Oversee tracking of data collection samples and activities, make sure that activities are on timely according to MEPs 
• In collaboration with the M&E Field Coordinator, provide daily follow-up and support on the data collection efforts for monitoring activities, including organising logistics and liaising with other department staff 
• Play a key role in the qualitative data collection methods (focus group discussion) and make sure that standard operating procedures in terms of facilitation, note taking, preparing summaries, tascriptions, scanning and storage are applied. 
• Facilitate and conduct other data collection where appropriate. Data collection activities include but are not limited to: focus group discussions (facilitation, note taking, data archiving), key informant interviews, surveys, in-home post-distribution monitoring. 
• Test all new Kobo coded tools, and provide the M&E and IM Field Coordinators with feedback before the actual use of the tool; 
• Provide regular verbal and written feedback on field observations and monitoring findings to the M&E Field Coordinator ; 
• Configure Kobocollect software and ensure the use of the right tools. 
 
Evaluation and Learning: 
• Facilitate data collection for larger assessment activities and projects, and support in data cleaning of the projects’ baseline, mid-line and end-line assessments carried out in the central and/or Southern bases; 
• With the M&E coordinator capture and feed into to institutional learning by contributing best practices and lessons learned from ongoing M&E activities and/or program activities to ensure the good quality of the outcomes; 
 
Coordination:  
• Ensure that implementation of field activities adheres to DRC’s monitoring and evaluation system 
• To supervise regular data collection through implementing partners in the central and Southern bases and ensure quality of the data by random verifications and validations in coordination with the MEL reporting officer. 
• Identify and refer/report individuals with special needs, protection concerns, and any problems with DRC services to the M&E Field Coordinator and relevant program staff, 
 
About you 
 
To be successful in this role you must have:  
 
Required qualifications/ experience 
• Bachelor Degree in social sciences, information management, industrial engineering, or other relevant area 
• The candidate should have at least 2 years of relevant work experience – preferably in non-governmental organizations, social work, community development, or civil society. 
• Skilled in all MS Office applications (particularly Excel). Basic knowledge of data analysis practices and tools.  
• Preferred experience: Knowledge/experience with M&E specifically, including field work, data collection and interviews. Must have previous management experience. 
• Arabic&English fluent level .

We offer 
 
DRC will offer the successful applicant a six month contract including three month as probation period, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Amman –Jordan.
