Organizational Setting

The Division of Energy Planning and Nuclear Information and Knowledge comprises the Planning and Economic Studies Section, Nuclear Knowledge Management Section and the Nuclear Information Section. The Division is responsible for strengthening capacities in energy and nuclear power planning, building capacities to manage nuclear knowledge and provide knowledge management services to interested member states, and to procure and provide printed and electronic information in the area of nuclear science and technology.

The Nuclear Knowledge Management Section assists Member States by developing methodology and guidance documents in nuclear knowledge management; implementing KM initiatives; facilitating sustainable education, training and information exchange in nuclear science and technology; and assisting Member States in maintaining and preserving nuclear knowledge.


Main Purpose

The KM Specialist (Knowledge Organization Systems) builds on experience with nuclear education and knowledge management issues in the nuclear sector, with respect to the entire nuclear life-cycle, including decommissioning, radiation waste management, and environmental remediation. He/she supports the development and implementation of effective nuclear education and knowledge management (KM) methods, including the development of sustainable knowledge management systems and processes to capture and manage nuclear information and resources based on Member State needs.


Role

The role of the KM Specialist (Knowledge Organization Systems) within the knowledge organization systems (KOS) area of the NKM sub-programme is\: (1) a technical project manager, developing and implementing guidance, methods and programmes related to KOS; (2) an expert team member, providing analysis, developing information system/process requirements, solutions, and resources, and; (3) a scientific secretary, and/or technical officer providing coordination of initiatives, meetings, workshops and communications between IAEA experts, Member State counterparts, and other external partners/stakeholders.


Functions / Key Results Expected

  • Coordinate initiatives with/for Member States to enhance nuclear knowledge organization systems and their effective utilization.
  • Lead the development and update of the Nuclear Knowledge Management Section’s KOS methodology, resources/repositories and digital information resource management and sharing mechanisms/networks.
  • Develop requirements based on stakeholder involvement for the development/implementation of knowledge organization systems and platforms, including KOS support technical/expert communities.
  • Develop nuclear taxonomies, ontologies and classification systems, including subject analysis and identification or auto-generation of metadata.
  • Lead in the development of guidance and best practice documents for lifecycle management of design knowledge using semantic technology and KOS platforms.
  • Facilitate the adoption and implementation of common approaches to KOS and knowledge-centric plant information models (KPIM) in Member States,
  • Initiate, plan and conduct technical meetings for Member States to review and discuss the status and progress achieved in the area of KOS.
  • Undertake studies and comparative assessments or initiatives to capture and disseminate best practices of various KOS platform implementation approaches.
  • Strengthen existing or establish new partnerships, knowledge sharing networks, etc. with organizations in Member States with a view to promoting and enhancing semantic KOS technology adoption and implementation.
  • Develop and deliver appropriate training packages and briefings on knowledge organization systems.

Qualifications, Experience and Language skills

  • Master's Degree - Advanced university degree in nuclear engineering or natural science/technology.
  • •Minimum of seven years working experience in the nuclear sector with demonstrated successful track record of efficient and effective handling of knowledge organization system related projects in scientific and technical environments.
  • Experience with information systems and services, competency and learning management systems, and organizing information resources.
  • Experience in leading multicultural and multidisciplinary projects and/or teams.
  • Direct and significant nuclear sector experience and knowledge related to the nuclear life-cycle, such as reactor design, construction, licensing, operations, decommissioning, waste management or environmental remediation.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $69032 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 25818, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
