NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and resulting refugee influx. NRC Jordan currently employs over 500 national staff in Jordan is now one of the largest INGOs in the country. In 2016 the Country Office continues to focus on provision of protection, assistance and access to essential services for vulnerable Syrian refugees in formal camps and host communities. NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement and. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreaming across all programming.

For this key role our ideal candidate is:

We are seeking a motivated humanitarian professional to join our Jordan Country Office’s operations. They are a university graduate with at least 5 years’ experience as a senior programme manager internationally. We are particularly looking for a strong manager with experience implementing development or humanitarian programs in the Middle East.  Fluency in written and spoken English is essential and knowledge of Arabic would be an asset.

Position Description:

The purpose of the Deputy Country Director position is to take overall responsiblity for programme implementation throughout Jordan which includes managing the Irbid Area Manager and any future additional Area mangers in addition to the programmes across different core competencies in the rest of Jordan which are still managed by Project Managers.

Specific responsibilities include:

  1. Overall responsibility, in coordination with Head of Programme (HoP) and Head of Support (HoS) for programme implementation in Jordan, both in the Irbid Area Office and the operations across the rest of Jordan.
  2. Responsible for ensuring CD is fully updated in a timely manner on Jordan-wide programme implementation
  3. Act as primary link between Area Manager, Project managers and other members of the CMG
  4. HoO, HoP and HoS share equal responsibility to ensure coordination and smooth and efficient operations across the NRC Jordan country offices.
  5. Responsible for implementation and adherence to NRC generic governing structures and systems in country, incl. transparent decision making processes, timely and adequate flow of information and management meetings
  6. Accountable for holding Area Managers responsible for results and compliance with relevant NRC policies, guidance and procedures
  7. As a CMG member contribute to the development and execution of country strategy
  8. Accountable for cost efficiency in Area Offices to ensure maximum impact through programmatic delivery
  9. Support the development in Area Offices of emergency response and contingency plans
  10. Facilitate the strategic realignment of Area Offices and camp operations to respond to current and emerging displacement patters in Jordan
  11. Ensuring synergy/consistency with and between Irbid Area Office, operations in the rest of the country and Country Office
