Senior Finance Officer

We are looking for a highly qualified professional with experience in managing and handling cash, and a flexible approach to manage and prioritize a high workload and multiple tasks with tight deadlines.  
 
Who are we? 
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq.     
Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations.
 
About the job:
Senior Finance Officer, in coordination and cooperation with the supporting staff, and supervised by the Finance Manager is responsible for keeping finances and accounting in order to meet legislative requirements and support operations.
 
Duties and Responsibilities:
  • In close cooperation with the Finance Manager and Head of Support and Administration reinforce existing procedures and systems for financial management and control in compliance with guidelines set out in the finance chapters of DRC’s Operations Handbook, the country’s laws, and donor requirements; 
  • Finalize monthly payroll in coordination with HR department. 
  • Finalize monthly social security calculations in coordination with HR department and deposit in to government treasury. 
  • Manage day-to-day accounting functions, including regular cash verification, cash/bank reconciliation, monthly cashbooks closing, advances’ reconciliation, timely submission of accounts to Coordination Office; 
  • Ensure payments to suppliers and recurrent expenditures are made in a timely manner with the appropriate authorization; 
  • Control all the supporting documentation produced in the field office/sub office. 
  • Brief the Finance Manager on matters associated with finance on a bi-weekly and monthly basis; 
  • Work closely with the Finance Manager to ensure that through and effective budgetary control is undertaken in Baghdad office and sub offices 
  • Support the development and implementation of financial management capacity building of finance staff, field staff, and national partners; 
  • Responsible for collecting cash forecasts from all PMs and requesting funds from Coordination Office in a timely manner, including following up to ensure funds are received as requested 
  • Maintain a continuous overview of funding levels and pay particular attention to shared support costs requesting support cost rebooking as necessary 
  • Responsible for collecting rebooking from all PM’s and submitting them monthly with the finance re-bookings to coordination office; 
  • Monitor with HR/Admin Officer, staff phone bills on a monthly basis and follow up on reimbursements from staff for private or international calls; 
  • Oversee the project-end procedures, ensuring that all payments are finalized within the liquidation period and all payments have been committed within the project period 
  • Ensure monthly meetings are held with project team leaders/lead officers to discuss key issues, reasons for these, and any remedial action that is required; 
  • Prepare for local audits in collaboration with Coordination office fielding requests as needed; 
  • Update the IDRA Monthly. 
  • Ensure that inventory and assets lists are maintained and regularly updated in coordination with logistics department; 
  • Any other duties assigned by the Finance Manager. 
 
About you:
To be successful in this role you must have: 
  • University degree in Finance, Accounting, Business Administration, Economics, or other related fields, or equivalent experience 
  • Essential experience: 
  • Experience with people of concern 
  • Minimum 2 to 3 years of working experience with an international NGO, INGOs and UN Agencies 
  • Knowledge of donor’s guidelines and procedures 
  • Good communication skills with fluency in written and spoken English

We offer: 
DRC will offer the successful applicant a 6 months contract, renewable dependent on both funding and performance. You must be available to start work from 10 October 2017 and be willing and able to work in Baghdad.
