Introduction:

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

 

Green Growth Planning and Implementation (GGP&I) is the in-country delivery mechanism for GGGI. It supports partner countries to achieve development priorities through evidence based green growth planning and implementation. 

 

Following the Technical Agreement (TA) signed in Marrakesh the 17th of November 2016, between the Ministry for the Environment and Land and Sea of the Republic of Italy and the Ministry of Environment, Forest and Climate Change (MEFCC) of the FDRE the Parties proposed that GGGI becomes a technical partner in implementing programs, projects and activities under the cooperation agreement.  The cooperation agreement is in the areas of Mitigation and Adaptation to Climate Change, GGGI’s focus will be on areas that are enshrined in the Ethiopia program-CPF and within the capacity of GGGI to deliver in partnership with the GoE and seek to complement efforts to address the structural challenges to CRGE and green growth and failing with in the cooperation agreement. Partnership with GGGI will contribute to the agreement’s overall objectives by ‘moving towards implementation’, which includes improvements in planning and implementation structures, and supporting implementation of measurable emission reductions and support towards an enabling environment for green growth financing

Objectives/Purpose of the Assignment:

 

Reporting to the Country Representative of the GGGI Ethiopia program, the Consultant will provide day to day technical support mainly with the Ministry of Environment, Forest and Climate Change as well as to relevant government counterparts in the context of the ‘hybrid team’. The Consultant will carry out analytical work related to his/her technical expertise and provides a wide range of contributions in support of delivery of the GGGI-IMELS cooperation agreement components/work streams of the country program.

 

 

Scope of Work:

 

  • Maintain effective engagement with the Ministry of Environment, Forest and Climate Change and CRGE sector ministries to ensure delivery of the Technical Framework of Cooperation Agreement with MELS.
  • Apply sufficient technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output.
  • Acquire information/knowledge by participating in the assessment of program needs and resources to assist in program design, development and implementation
  • Engage in stakeholder mapping and support facilitation of discussion between investors, government and various stakeholders.
  • Engage with stakeholders on dialogues to select and identify improved crop varieties to be implemented in available areas, primarily adaptive to the climate change enhancing increased agricultural productivity and minimize food insecurity
  • Identify specific project initiatives where green growth can be most effectively illustrated in the agriculture and disaster risk management sectors.
  • Build the capacity of partner Ministries, Departments and Agencies in developing necessary tools for reducing impacts of natural disasters and develop national/subnational strategies to building resilience for adverse effects of climate change in the agriculture sector.
  • Provide policy advice to develop one or more insurance systems to enable farmers and pastoralists, to rebuild economic life following exposure to disasters caused by adverse effects of climate change
  • Research and advise on public benefits in the areas of environment, forestry development, conservation and utilization including the financing opportunities from agroforestry and sustainable afforestation of degraded forest areas.
  • Support the development and implementation of one or multiple component(s)/work stream(s) within a country Program -disaster risk management- early warning system of the drought and flood, forest management and sustainable agriculture activities and provides technical input to deliver a portfolio of services under the guidance of the Country Representative.

Output/Reporting Requirements/Deliverables: 

  • Conduct research and analyze dynamic contexts and evolving green growth needs & priorities of the country and integrate them into design and implementation of the specified program plans and activities in the targeted sectors; transport, industry and building
  • Research and develop public awareness campaigns on Mitigation and Adaptation actions for global climate change and identify an efficient strategy to disseminate knowledge sharing in the region. 
  • Perform data collection and analyses to build and maintain country specific knowledgebase and establish modern database center which helps in planning, implementing and monitoring environmental and forestry development initiatives
  • Contribute to the inception, mid-term and final report of the deliverables of the GGGI-IMELS agreement.
  • Develop result reporting of project activities and facilitate internal and external communications, document GGGI’s in country experiences any relevant lessons on the linkages between energy access, poverty, Gender, climate change and SDGs
  • Contribute to the development of four project proposals as an output of the GGGI-IMELS cooperation agreement

Qualifications/Experience/Expertise

 

QUALIFICATIONS

 

Minimum:

  • Education: An advanced university degree (PHD, Master's degree or equivalent) in economics or environmental economics, climate change/sustainable development, Agriculture, international development, or any discipline related to the project. Relevant professional experience may be considered to supplement educational degree.  
  • Work Experience: Minimum 5 years of professional experience in the above fields, dependent on the level of education; working experience in Ethiopia is required and experience in the sub-Saharan Africa will be a plus. 
  • Strong interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships with people of different backgrounds;
  • Experience in data analysis, research, and application of quantitative/qualitative assessment;
  • Applicants must have public policy or project management specialization and experience; direct experience in green growth/climate policy project in developing countries will be a strong advantage.
  • Knowledge of global issues and initiatives in climate change, green growth, green jobs and sustainable development are a requirement.
  • Understanding of financing mechanisms for projects and experience in market assessments and cost/benefit analysis, resource mobilization is a plus.
  • Highly proficient in written and spoken English; Amharic is a plus
