Background information- ECR

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

ECR operates global portfolios from offices in Geneva, Brussels and New York, and country-specific programmes from its operations and project centres located in Eastern Europe and Central Asian countries.

Background Information - Job-specific

Under the overall guidance and supervision of the Human Resources Manager, the HR Analyst ensures effective delivery of HR services in the Geneva Office, ensuring high quality, accuracy and consistency of work. He/she interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Analyst promotes a collaborative, client-oriented approach consistent with UNOPS rules and regulations and contributes to the maintenance of high staff morale.

The HR Analyst works in close collaboration with the programme, operations, and project teams in the portfolios, headquarters units, clients and partners and internal and external providers ensuring successful delivery of HR administrative services.

Functional Responsibilities

Provides support to the implementation of HR strategies and policies focusing on achievement of the following results:

  • Full compliance of HR processes and records with UNOPS rules, regulations, policies and strategies.
  • Effective implementation of the internal control and functioning of the HR management system.
  • Contribute to HR business process mapping and elaboration on the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management.
  • Proper use of contractual modalities, administration of contracts, benefits and entitlements, performance management and development needs; forecast of the staffing needs, performance evaluation, and personnel career development management.

Provides support to effective human resources management focusing on achievement of the following results:

  • Contribute to development and implementation of a human resources management system that will enable effective planning, administering and monitoring of UNOPS Geneva Office human resources.
  • Administration of actions related to the unit’s human resource activities, e.g., recruitment (including annual recruitment plans), job descriptions, job classification, vacancy announcement, screening of candidates, organization of interview panels, placement, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UNOPS rules and procedures.
  • Information and advice to UNOPS personnel on the conditions of service, duties, and responsibilities, and privileges and entitlements under the UN Staff Rules and Regulations and Individual Contractor Agreement policies.
  • Management of contracts in and outside oneUNOPS. Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through oneUNOPS.
  • Support to management of International staff and ICA entitlements and position funding delegated to the HR Unit.
  • Assistance in the administration of travel, visas and related documentation for incumbent staff and ICA and liaison with UNOG units in those matters.
  • Development and management of rosters.
  • Information and supports planning of Regional and Geneva Offices staffing needs for inclusion in the staffing table.
  • Preparation and/or review of human resources submission requests to LCPC/HQCPC and ASP/ASB in accordance with relevant Procurement/HR guidelines.
  • Assistance in the planning and development of the HR components of the office annual report
  • Overseeing of efficient, transparent and auditable management of personnel files.
  • Follow-up on the implementation of performance evaluation cycle and advising on performance evaluation system in use, its particular phases, and available online training.
  • Assist the HR Manager in responding to internal and external audit needs, queries and reviews.

Provides support to proper staff performance management and career development focusing on  achievement of the following  results:

  • Support to the implementation of the protocol for performance appraisal process, facilitation of the process.
  • Support to effective learning management including the establishment of the office Learning plan and individual learning plans in collaboration with the Senior Management.
  • Provision of effective counseling to staff on career advancement, development needs, learning possibilities.
  • Implementation of strategic staffing policies in line with career development, ensuring that personnel is fully acquainted with UNOPS corporate regulations, rules and procedures, relevant tools and systems in place.

Provides support to knowledge building and knowledge sharing, focusing on achievement of the following results:

  • Organization of training for the operations/ projects staff on HR-related topics.
  • Sound contributions to knowledge networks and communities of practice.
  • Synthesis of lessons learned and best practices in human resources.
  • Respond to queries and conduct presentations and briefings to personnel on HR related matters.
Perform any other related duties as assigned by supervisor.

Education

Master’s Degree or equivalent in human resources, Business Administration, Public Administration or related field is required. A university bachelor degree in combination with required qualifying experience may be accepted in lieu of the advanced university degree.

Experience

Minimum 2 years of relevant experience at the national or international level in providing HR advisory services and/or managing staff and operational systems.  (4 years experience required with Bachelor's degree).

Experience in the usage of computers and office software packages (MS Office 2010 and/or newer versions) and experience in handling of web-based management systems.

Languages

Fluency in written and oral English and French is required. Knowledge of other UN working languages an asset.
