Post Context:

This functions endeavors to focus on technical contributions for operationalizing new partnership agreements and maintaining existing partnership relationships. Further, this position supports the overall Engagement & Partnerships team in scanning the landscape for partnership opportunities consistent with UNDP’s position and value proposition.

Under the oversight of the Business Development and Resource Management Advisor and Engagement & Partnerships team, the Partnership Analyst scans the local and regional landscape for partnership opportunities consistent with UNDPs work on Sri Lanka’s Grand Challenges.  Strengthening UNDPs existing network of partners and expanding UNDPS reach to new and non-traditional development actors, the Partnership Analyst bridges UNDP programme efforts with a range of actors identifying opportunities for collaboration and investment.

Duties and Responsibilities

Ideas & Expertise:

  • With CO management, programme, engagement and operations teams, crafts novel messages and interventions that raise awareness of UNDPs work in Sri Lanka and facilitates continued revenue streams.
  • Collaborates across teams and with external partners to position UNDO with the Sri Lanka government and counterpart donors and partners.
  • Facilitate direct citizen engagement events that promote inclusion in development thinking, prioritizing, planning and coordination across all portfolios leading to: inclusive design and formulation of CO programme, transparent monitoring and accountability of results and expenditure tracking, greater accessibility to programme teams for increased knowledge sharing strengthening UNDPs position within the broader development community.            
  • Analyze Sri Lanka budget and communicated development priorities and identify entry points for UNDP partnership expansion.
  • Identify emerging sources of potential income and investors.

Partnership Engagement:

  • Establishment of collaborative arrangements with potential partners, a Client Relationship Management System for resource mobilization purposes and appropriate operational partnership arrangements
  • Develop strong collaborative alliances with local authorities, CSOs, NGOs and other individuals of influence
  • Partner with programme portfolio teams to integrate voices of external communities into programme design and build messaging of programme efforts that resonate with current and potential partners.
  • Analyze key development partner initiatives and identify potential linkages and partnerships that generate investment and raise UNDPs profile.

Team Collaboration

  • Asses and inventory level and status of CO engagements with donor community and identify practical efforts, tools and mechanisms for programme team colleagues to consistently conduct greater outreach.
  • Coach teams in linkages between portfolio design and implementation activities and UNDP brand perspective among potential partners.
  • Provide examples of partner institution outreach efforts and how they can be incorporated into regular portfolio management work.

Fund Operations         

Knowledge of the technical and programmatic support functions normally undertaken by a fund secretariat to facilitate the work of a steering committee of a major UN or national Multi-donor trust fund

Required Skills and Experience

Education:

Master's or Bachelor’s degree in social policy, public policy, politics, economics, development studies, business administration, public administration or a related area.

Experience:

  • Master’s with 2 years or Bachelor’s with 4 years’ experience in partnership development and resource mobilization in an international development context.
  • Experience in donor and UN partnerships/public relations.
  • Experience with non-traditional development actors (private sector, foundations etc.) is a distinct advantage.
  • Experience of IPSAS and/or IFRS is considered as an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.) and advance knowledge of spreadsheet and database packages,
  • Experience in handling of web-based management systems and ERP financials, preferably PeopleSoft (Atlas).

Language Requirements:

  • Fluency in English and in the national language of the duty station. Knowledge of other UN official language is desirable
