NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people. 

The Syrian Crisis is well into its sixth year, but the level and intensity of conflict in the country remains high.  Humanitarian and protection needs continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

For this key role our ideal candidate is:

For this position we are looking for someone with a minimum of 3 years of experience in project implementation in humanitarian response in Shelter & NFIs and/or WASH. We are particularly looking for an individual with knowledge of the context in Syria; an understanding of the international humanitarian response architecture, including coordination mechanisms, humanitarian reform and action, and funding, and experience of high-level coordination and chairing of meetings.

Position Description:

NRC is the sector focal point for the coordination of Shelter & NFIs and WASH in Northeast Syria. The position-holder will be responsible for supporting sector coordination of Shelter & NFI and WASH humanitarian actors in Northeast Syria in collaboration with the Whole-of-Syria (WoS) Shelter & NFI and WASH sector coordinators and the Northeast Syria INGO Forum Coordinator. The purpose of this position is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by Shelter & NFI and WASH actors in Northeast Syria.

Responsibilities

1.       Coordination Mechanisms. Establish and maintain appropriate coordination mechanisms with Shelter & NFI and WASH actors for Northeast Syria. This includes organizing regular multi-lateral and bilateral meetings. This includes developing meeting agendas, sending minutes and following up on action points, in collaboration with the WoS Sector Coordinators and NES INGO Forum Coordinator.

2.       Information Management. Work in collaboration with the WoS and NES INGO Forum Information Management functions to maintain 4Ws planning, reporting and information sharing in order to identify gaps and eliminate overlaps.

3.       Reporting. In collaboration with the WoS Sector Coordinators and NES INGO Forum Coordinator, draft reports and briefing notes on the situation and developments in the context and needs for the use by the WoS Shelter & NFI and WASH sectors and the NES INGO Forum.

4.       Needs Assessments & Analysis. Work in collaboration with the WoS Sector Coordinators and NES INGO Forum Coordinator to initiate and support Shelter & NFI and WASH needs assessment and analysis. This includes making relevant contributions to multi-sector assessments. This responsibility includes liaising with NGO partners and WoS assessment and monitoring staff. 

5.       Technical Standards. Work in collaboration with the WoS Sector Coordinators and relevant technical leads in the sector to discuss, develop, and share relevant technical standards and guidelines for best practice. This includes working with the WoS coordinators to develop and promote common or rationalised approaches between coordination hubs.

6.       Training and Capacity Building. Work in collaboration with the WoS Sector Coordinators and relevant technical leads in the sector to facilitate technical training and capacity building.

7.       Cross-Cutting Issues. Ensure consideration and inclusion of cross-cutting issues (Protection, Age, Gender, Disaster Risk Reduction and Environment) in the inter-agency Shelter & NFI and WASH response in Northeast Syria.

8.       Emergency Preparedness. Work in collaboration with the WoS Sector Coordinators and NES INGO Forum Coordinator to develop Shelter & NFI and WASH emergency preparedness and response plans with NGO partners.

9.       Inter-Sector. The position-holder will be responsible for actively participating in other relevant coordination mechanisms for Northeast Syria. The position-holder will work in collaboration with the WoS Sector Coordinators and NES INGO Forum Coordinator to ensure adequate and appropriate liaison and coordination with the other WG/Sector and Coordination for a for Northeast Syria to ensure/facilitate contextual analysis, needs assessments and access to beneficiaries and sites/structures,

10.   Other relevant tasks as requested by the WoS Sector Coordinators and the NES INGO Forum Coordinator. The position-holder will be expected to participate in NRC strategic planning and information-sharing initiatives, as required.
