Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Public Authority for Housing and Welfare’s (PAHW) mandate is to provide residential units to eligible citizens of Kuwait as well as the construction of quality housing that is distinctively developed. To deliver on this mandate, PAHW is delivering the major Program: South Mutlaa City Development (SMCD).

Within this context, PAHW is looking to solicit the support of a Project Management Specialist to support the PAHW Strategic Program Team (SPT), which provides oversight and assurance relating to the overall Program Delivery for SMCD.  The Project Management Specialist will be a key member of the SPT to provide discipline specific assurance to the consultant who is currently contracted to develop and maintain the management tools for use in Program Delivery. 

Duties and Responsibilities

Under the direct supervision of PAHW and GSSCPD, the Project Management Specialist will assume the following tasks:

  • General SPT team responsibilities:
  • Ensures everyone is aware of and follows up their actions from SPT team meetings
  • Works with the SPT Contract Specialist and Project Controls Specialist to plan the SPT activities and requirements to achieve future goals
  • Responsible for obtaining updates from relevant parties within the SPT and PAHW relating to the weekly/ long-term plans (i.e. review of documents, issuing letters, etc).
  • Management of the PAHW consultants Contract:
  • Overall responsibility for the day-to-day management of the Consultant
  • Management of the Consultant for identified submittals (see responsibility table):
  • Day-today engagement, coordination, organising, support
  • Progress monitoring
  • Identifying and resolving issues
  • Escalating matters to the SPT Leader
  • Facilitating stakeholder engagement
  • Technical assurance of services and deliverables .

  • Has strong technical understanding in the field of design/pre-construction phase project management; inclusive of scheduling, contracts & procurement and cost management. statistics and business analysis.
  • Experience in construction stage project management would be a benefit.

  • Demonstrate strong oral and written communication skills in Arabic and English.
  • Build strong relationships with GSSCPD and external parties.

Required Skills and Experience

Education:

  • Bachelor’s Degree in Civil Engineering.

Experience:

  • Years of experience, 15+ .
  • Experience in Design and/or pre-construction project management
  • Certified as project management professional (PMP) or PRINCE2
  • Experience in project controls
  • Experience  in risk management
  • Experience  working with Government bodies in Kuwait (or GCC countries)
  • Excellent computer skills, with MS. Office (Word, Excel, Power Point).

Language requirement:

  • Fluency in oral and written English and Arabic is a must.

  • This position will be on a Governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development (GSSCPD), and Public Authority of Housing.
