Background

The Minamata Convention is a global treaty to protect human health and the environment from adverse effects of mercury. The major highlights of the Minamata Convention on Mercury include a ban on new Mercury mines, the phase-out of existing ones, control measures on air emissions, and the international regulation of the informal sector for artisanal and small-scale gold mining. The Government of Malaysia signed the Convention on 24 September 2014 and convention will enter into force 90 days after it has been ratified by 50 nations. To facilitate the early entry into force of the Convention, a Minamata Convention Initial Assessment (MIA) will allow a country to collect information to determine what is needed in order to ratify the Convention and, subsequently, to provide a basis for any further work towards implementation. The development of a country’s MIA will assist the country in taking its decision to ratify and notify the Convention in accordance with Article 7; to develop its National Implementation Plan in accordance with Article 20; and to prepare a national plan to reduce emissions of mercury in accordance with Article 8.

Duties and Responsibilities

Project Assistant will be based at the Ministry of Natural Resources and Environment, Putrajaya and shall work under the guidance and supervision of ARR Programme, UNDP. The Project Assistant is required to assist the National Project Director in day-to-day running of the project activities, such review of various reports submitted by the Lead consultant, ensuring expenditures are within the project budget, matters related to finance and administration. The incumbent will perform the following duties:-

  • Support the preparations of operational and financial planning processes;
  • Assist in logistical organization of meetings, training and workshops;
  • Assist in the preparation of payments requests for operational expenses against project budgets and work plans;
  • Prepare agendas and arrange field visits, make travel arrangements for project team, appointments, and meetings both internal and external related to the project activities and write minutes from the meetings;
  • Maintain project filing system and records of project equipment inventory;
  • Provide support to all experts in the delivery of the project activities through substantive input and analytical services;
  • Scrutinize and review the deliverables(eg reports) of the experts recruited under the project;
  • Provides inputs to M&E reports required by UNDP such as MYPR/APR and progress reports;
  • Follow-up on timely payments to vendors by UNDP;
  • Any other work as assigned by UNDP and National Project Director.

Required Skills and Experience

  • Bachelor’s degree in science or engineering;

Experience:

  • Minimum of 3 years work experience in chemical and/or waste management industry;
  • Experience in administration and finance is an added advantage;
  • Experience in project management is preferred;
  • Experience working with the Malaysian Government is a must.

Language Requirement:

  • Bahasa Malaysia and English.

  3. Financial Proposal should specify a total lump sum amount including a breakdown of working days, travel and relevant costs using the financial proposal template in Annex II;

Evaluation Criteria:

Cumulative analysis: The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%.

Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Criteria for Technical Evaluation would be as under:

  • Qualification - 10%;
  • Relevant Work Experience-- 40%
  • Knowledge of project management and project implementation-20%

Payment terms: monthly based on number of days worked
