Background

Uganda, is a signatory to the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol (and its amendment) and the Paris Agreement. Consequently, Uganda is obliged to fulfil the commitments under the respective articles of the UNFCCC, Kyoto Protocol and Paris Agreement. Noting that Uganda’s priority is to reduce the vulnerability of its population, environment and economy by implementing adaptation actions, there is need to formulate strategies, plans and actions on adaptation based on the National Climate Change Policy (2015) and the Nationally Determined Contributions (2016).

In 2014, the Climate Change Department (CCD) of the Ministry of Water and Environment embarked on the national adaptation plan (NAP) process for Uganda. The NAP process established under the Cancun Adaptation Framework enables countries to formulate and implement NAPs as a means of identifying and addressing medium- and long-term adaptation needs. Uganda has undertaken efforts to advance the NAP process and these include; developing a road map of Uganda’s NAP process and formulating the NAP for Agricultural sector with support from the Food and Agriculture Organization of the United Nations (FAO).

Uganda is most at risk of climate change mainly due to the fact that her current development gains are hugely dependent on natural resources and yet such resources are highly vulnerable to impacts of climate change. The 2015 economic assessment of the impacts of climate change in Uganda indicates that without proper adjustments in adaptation efforts, climate change is likely to increase overall losses for food crops by 2050 to approx. USD1.5 billion and between USD3.2 billion to USD5.6 billion within a decade for the agriculture, water, infrastructure and energy sectors alone.

The above mentioned fact accentuates the need for a process to enhance adaptive capacity, foster climate resilience and reduce vulnerability to climate change while contributing to sustainable development. Furthermore, the existing adaptation interventions skewed to coping measures have limited the likelihood for attainment of resilient communities due to the dynamic and evolving adaptation needs and limited financial and technical support. Therefore ensuring fundamental integration of adaptation into key national policy, planning and budgeting processes is mandatory.

Objectives:

The overall objective of the assignment is to develop the national adaptation framework for Uganda, with a view of guiding the formulation of sector national adaptation plans addressing medium and long-term adaptation needs.

The specific objectives of the assignment are:

  • Identify and assess gaps in existing information on; climate change impacts, vulnerabilities and enabling environment for NAP process and recommend needs (capacity and institutional) for undertaking the NAP process;
  • Identify, review and appraise (using multi-criteria analysis) adaptation options/interventions (sector and multi-level) and develop a strategy for communication NAPs;
  • Develop a monitoring, evaluation and review plan for the framework with a fully costed investment strategy.

Duties and Responsibilities

Scope of work and deliverables:

The national adaptation framework development will consider a timeframe of at least 3 years to be the working medium term in-line with the medium term expenditure framework of the budgeting cycle. The framework will be limited to the following vulnerable sectors of the economy i.e. water, energy, human health, and infrastructure, based on a landscape approach (managing multiple land uses in an integrated manner, considering both the natural environment and the human systems that depend on it). The assignment will put special emphasis on geographical coverage based on climatic zones and specific differentiation based on urban (Towns and Municipalities and Kampala City), rural setting and gender (children, youth, women, elderly and disabled).

Tasks of the Assignment:

  • Synthesize available analyses of current and future climate including vulnerability analyses and studies on the economic impacts of climate change;
  • Conduct a gap analysis to assess capacities and weaknesses through stakeholder consultations;
  • Assess potential barriers to the planning, design and implementation of adaptation measures;
  • Best practices and lessons, we need to take in stock the indigenous knowledge that people have adopted. There is something that doesn’t come out clearly, capacity to analyse, someone should be able to access and monitor;
  • Conduct a stocktaking of adaptation options/ interventions;
  • Appraise individual adaptation options/ interventions using multi-criteria analysis;
  • Identify priority adaptation measures at sectoral levels;
  • Compile and develop a database for NAPs;
  • Facilitate the development of communication plan;
  • Identify opportunities and constraints for integration of climate change in planning and budgeting;
  • Facilitate the formulation of performance plan in-line with the Policy performance measurement framework with periodic assessments;
  • Develop a costing formula/methodology for adaptation measures based on key indicative parameters;
  • Identify the financial opportunities available to finance our NAP.

Required Skills and Experience

Education:

  • Master degree or above in economics or development, public policy, environment and natural resources, climate science or closely-related field.

 Experience:

  • A minimum of 10 years of relevant work experience in the fields of climate change action, economic planning and budgeting, project formulation and management, and/or international development;
  • Demonstrated record of rural appraisals and documentation;
  • Experience in multi-stakeholder engagement process and proven use of participatory skills in facilitating planning processes;
  • Sound understanding of environment and natural resources management, adaptation, vulnerability and impacts of climate change, climate science, economics and sustainable development;
  • Experience working in remote areas;
  • Demonstrated experience of working with government agencies and communities will be an added advantage; particularly Uganda agriculture sector systems including extension and Climate Change Policy of Uganda.

Working Arrangements:

The consultant shall work closely with and under the supervision of the Team Leader Environment, Climate and Disaster Resilience Unit at UNDP and technical validation of deliverables shall be done by Permanent Secretary, Ministry of Water and Environment through the Climate Change Department S(he) will consult with relevant stakeholders and will report to the UNDP Country Director on all contractual obligations.

The consultant should accomplish the task preferably by closely linking up with the relevant local government teams and CSOs to generate data and draw inferences from the up-scaling initiatives.

Duration of the Work:

The assignment is to be accomplished within 120 man days spread over a period of 7 months, effective 16 October 2017.

Payment terms against the deliverables:

  • Down payment upon submission of an inception report acceptable to the client - 20%;
  • Down payment upon submission of an inception report acceptable to the client - 40%;
  • Final payment upon submission of the final outputs, incorporating suggestions and recommendations from Climate Change Department - 40%.

A Technical Proposal and financial proposal bearing the following:

  • Brief description of why the individual considers him/herself as the most suitable for the assignment and the offerors interpretation of the assignment;
  • A methodology, on how they will approach and complete the assignment, including a work plan;                                                  
  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II).

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 70%-30%.

Technical Criteria weight; [70%];Financial Criteria weight; [30%].

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria – Maximum 70 points:

  • Relevance of education – 10 Points;
  • Language skills – 5 Points;
  • Knowledge of the area of work and expectation from the activities being covered-15 points;
  • Relevance of professional experience in conducting assignments of similar nature and scope especially in the area of agriculture- 25 points;
  • Experience in writing/publication- 15 points.

Financial proposal (Maximum 30 points): appropriateness shall be computed as a ratio of the proposal’s offer to the lowest price among the proposals received by UNDP.

Financial assessment:

A lump sum amount approach shall be used with the following expectations:

  • The lump sum amount must be “all-inclusive”;
  • The contract price is fixed regardless of changes in the cost of components;
  • For duty travels, UN’s Daily Subsistence Allowance (DSA) rates prevailing at the time of sourcing, for the duty station and all other cities indicated in the TOR as part of duty travel destinations will be used.  This will give offerors an indication of the cost of living in a duty station/destination, to aid their determination of the appropriate fees and financial proposal amount, but it does not imply that Offerors are entitled to DSA payment; and
  • The initial payment includes the actual cost of the IC’s travel to arrive at the designated Duty Station. This implies that the completion of the journey can be considered as one of the deliverables payable upon arrival.
