Transparency and Integrity Team Lead

Background

To respond to the national demand for transparency and integrity as expressed by the people of Ukraine after Revolution of Dignity as well as to support the on-going anticorruption reform and emerging anticorruption architecture, UNDP Ukraine has launched Enhanced Public Sector Transparency and Integrity Project (ETI), 2015-2018, funded by the Danish Ministry of Foreign Affairs.
The ETI Project aims at bringing the regulatory and institutional arrangements for corruption prevention within Ukraine closer to international standards for transparency and accountability in the public sector and thus help ensure more responsiveness and efficacy from state bodies at national and subnational levels. The project (1) renders assistance to establishment of regulations on issues of conflict of interest, assets declarations, and corruption risk assessment, which spell out mandates and operational procedures for the duty-bearers, (2) contributes to duty-bearers’ capacity development to operationalize adopted frameworks in everyday operations at national level and (3) encourages local oversight of anti-corruption reform implementation.
Under the supervision of the UNDP Programme Analyst (Governance) the Project Analyst/ Team Lead, will be responsible for achieving the outputs and, hence, objectives of the project, and ensuring the co-operation and support from the project partners, as well as for managing the implementation of the project, which includes personnel, subcontracts, training, equipment, administrative support and financial reporting, and keeping UNDP aware of all relevant factors which could impact on project implementation.

Duties and Responsibilities

  • Responsible for building capacity of and ties with the key partners and stakeholders at the national and regional levels. Establish and maintain dialogue with government officials, both local and national, NGOs, partners, donors and communities to provide knowledge and understanding, ensuring an accurate interpretation of the project’s mission;
  • Maintain close liaison with national project partners, ensuring optimum participation and promoting ownership of national authorities in the implementation of the project;
  • Provide guidance and expert inputs into all components, ultimate in-project clearing house for achieving the overall project outcomes, and outputs, as well as meeting indicators in the Project document;
  • Provide substantive input to the project activities and outputs and ensure timely implementation of project’s activities, including reporting on progress vis-à-vis planned activities and expected outputs;
  • Set up and manage the project office, including staff facilities and services, in accordance with the project work plan;
  • Ensure timely preparation of project work plan, procurement and staffing plans, and other related documents for timely commencement of the project activities;
  • Develop a detailed project implementation plan, coordinate and supervise the work of project experts and consultants, including the preparation of the terms of reference for consultants, national experts and subcontractors recruited under the project, forward planning of project activities and budget expenditures, activity scheduling, and reporting;
  • Maintain close liaison with national project partners, ensuring optimum participation and promoting ownership of national authorities in the implementation of the project;
  • Act as a principal representative of the project during assurance review meetings, evaluations and in discussions and, hence, be responsible for preparation of review and evaluation reports such as the Semi-Annual Project Report (SAPR) and Annual Project Report (APR) for the consideration of the UNDP;
  • Assume direct responsibility for managing the project budget, ensuring that:

- project funds are made available when needed, and are disbursed properly;
- accounting records and supporting documents are kept;
- required financial reports are prepared;
- financial operations are transparent and financial procedures/regulations are applied;
- and the project is ready to stand up to audit at any time.

  • Ensure compliance of project’s business processes with UNDP Ukraine Standard Operating Procedures;
  • Monitor project inventory, attendance records, filling system. Assure correct personnel management and procurement of goods/services;
  • Ensure synergies with other Democratic Governance projects and other UNDP projects;
  • Coordinate project’s objectives and activities with other development partners;
  • Report regularly to and keep the UNDP CO up-to-date on project progress and problems, if any;
  • Participate in PR and media activities. Assure project web-site update. Coordinate distribution of the project related information;
  • Establish and maintain dialogue with government officials, both local and national, NGOs, partners, donors and communities to provide knowledge and understanding, ensuring an accurate interpretation of the project’s mission;
  • Ensure that the ATLAS Project Management module is updated on a regular basis;
  • Perform other duties as requested.

Measurable outputs of the work assignment:

  • Full and appropriate implementation of the project in accordance with the AWP;
  • Partnerships with project stakeholders developed and maintained;
  • Project reports produced in time and of a high quality;
  • Project overall results, experiences and lessons learned captured and disseminated at the national and regional levels;
  • Quality monitoring and closure activities completed;
  • All assignments performed in a quality and timely manner.


Performance Indicators for evaluation of results:

  • Project annual work plan is fully and timely implemented;
  • Project funds delivery reached 100%;
  • ETI operational requirements are carried out in strict accordance with UNDP rules and procedures;
  • Project technical activities in anticorruption area are duly overseen, timely enhanced, and properly reported;
  • Partnership with institutional stakeholders developed and maintained;
  • Quality of work;
  • Initiative;
  • Partnering and networking.

Required Skills and Experience

Education:

  • BA degree in Public Administration, Law, International Relations, Political Science, Economics, Social Sciences or related field.

Experience:

  • At least 5 years of relevant experience at the national and/or international level in project/programme formulation in the area of transparency, integrity and anti-corruption or other related area, including min 2 years of managerial experience (managing teams and/or project components);
  • Advanced user of computer and office software packages (Windows, etc);
  • Thorough knowledge of the relevant national legislation and institutional frameworks for prevention of corruption in Ukraine, as well as international anti-corruption standards applied to Ukraine, international anticorruption legal framework is a strong asset;
  • Experience in elaborating strategic documents, policy papers and recommendations, conducting policy research, working with a multilateral or international technical assistance or development organizations, as well as Excellent writing, presentation, facilitating and training skills is an asset.


Language Requirements:

  • Fluency in English, Ukrainian, and Russian is required.
