Human Rights Education Programme Advisor reports to the Head, Curriculum, Quality Learning and Student Assessment Unit (A-18) provides professional support to ensure the attainment of set objectives and integration with the overall objectives and plans of the unit. In accordance with Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities

•         Support the implementation and monitoring of policies and strategies and substantively support programme/project development, planning and reporting for  the Human Rights, Conflict Resolution, and Tolerance (HRCRT) Education Programme and any relevant technical instructions, ensuring alignment with the Agency’s Medium Term Strategy and other relevant Agency-wide strategies and policies;

•         Provide technical  support to education staff across the Agency, including to the Strategic Support Units in the Fields, in the area of HRCRT and is able to present this programme to a range of audiences (donors, partners, conferences) as appropriate  works to integrate Education in Emergencies (EiE), protection and gender standards into the  HRCRT Programme’s work; ensure the collection and reporting of HRCRT related data, utilizing the Agency-wide EMIS as a key data source, ensuring accurateness and timeliness; support the analysis and interpretation of performance data for the HRCRT Programme;

•         Identify areas for, and support the management of research, as required, for the improvement and development of the HRCRT programme; support the implementation of periodic Agency-wide studies when relevant to HRCRT; collect and disseminate good practices and lessons learned Agency-wide regarding  HRCRT;

•         Develop  qualitative and quantitative monitoring tools and conduct data analysis to ensure continuous improvement in the quality of the HRCRT teaching/learning provided by UNRWA; write workshop reports and progress reports both in Arabic and English;

•         Provide technical and professional support to improve the Education staff’s, including the Strategic Support Units in the Fields, human rights knowledge, understanding and skills with regards to classroom practices, and school-management; substantively support the development and execution of  capacity building strategies to promote and enhance a culture of human rights; develop appropriate capacity-building materials  (strategic guidelines and audio-visual materials for teaching staff) and implement capacity-building activities, when needed;

•         Advise on and assist with the holistic implementation and monitoring of the Agency-wide Quality Assurance Framework with regards to HRCRT; Support Student Parliament initiatives and Field focal points Agency-wide; ensure timely implementation, analysis,  assessment and dissemination of good practices with a view to maximize and improve the impact of School Parliament initiatives;

•         As assigned, support the Head of the Unit in:

-           setting direction for the Unit’s activities and planning priorities and workflows; 

-          communicating the HRCRT Programme’s planning, key outputs and achievements;  

-          the development of advocacy strategies to promote and enhance a culture of human rights; ensure timely implementation and analysis of advocacy activities;

-          maintaining, as appropriate, constructive work relationships with counterparts in the Host authorities, UN Agencies, non-governmental organizations and educational institutions, for coordination of common activities and sharing of best practices;

-          creating collaborative, innovative and results-based team work;

-          provision of coaching and mentoring to staff in the Unit;

•         Perform other duties as may be assigned by the supervisor(s) including acting as Officer-in Charge of the Unit during the Head’s absence.

Professional Knowledge and Experience

•         Advanced university degree from an accredited educational institute in a relevant area;

•         A minimum of seven years of programme coordination/management;

•         Excellent command of spoken and written English and Arabic.

Equivalency

When the minimum requirements are not met, the Director of Administration and Human Resources, in consultation with the Director of Relief and Social Services, HQ(A), may exceptionally substitute part of these requirements with a combination of relevant academic qualifications, professional training and progressive work experience.

Conditions of Service 

The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary JD 1086.60 plus special occupation allowance of 69.9% of the basic salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
