The Human Resources Officer (Compensation and Benefits) reports to the Manager, Organizational Design and Compensation Services. In accordance with Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities

•         Conduct management reviews and other studies including Agency-wide staffing table reviews, analysis of work flow processes and provision of related technical expertise and guidance to the client departments and offices and recommends changes accordingly;

•         Conduct job analysis and research; write/amend post descriptions and qualification standards, and submit recommendations on classification, norms and standards to the supervisor for approval; prepare, update and finalize post descriptions for international and area posts;

•         Act as a team leader on management reviews and classification projects; supervise, mentor and evaluate the performance of his/her subordinate staff through work assignments, special projects and training;

•         Monitor the implementation of the Agency's Organizational Design initiatives and provides technical guidance and advice to client offices to ensure their structural and manpower needs are aligned with the strategic direction of the Agency;

•         Participate in the development of, maintain and update classification standards for area and international posts; classify area and international posts against set standards, provide documented evaluation rationales; maintain classification and position files;

•         Provide guidance and training to staff in the Fields and HQ Offices with regard to management and classification reviews; prepare/draft updates of instructions and instruments related to classification standards; prepare special reports and submissions as may be required;

•         Identify and develop approaches, techniques and criteria for conducting assignments and specific projects to ensure attainment of the Division’s objectives; keep abreast of the new developments and trends in the field of organization design and classification; contribute to the work of, and closely collaborate with, other Organization Design and Compensation (ODC) staff including the Compensation and Benefits Section as may be required.

Professional Knowledge and Experience

•         Advanced university degree from an accredited educational institute in public or business administration, human resources management, industrial engineering or related field;

•         At least seven years’ experience in human resources management or administration, particularly in the areas of job classification, organization design, manpower planning and industrial engineering;

•         Excellent command of written and spoken Arabic and English.

•         Ability to plan, develop clear goals, establish priorities and good multitasking skills;

•         Demonstrated competence in management and problem solving;

•         Proficiency in standard Agency computer applications.

Additional Information

The incumbent will be required to travel in the Agency’s area of operations.

Equivalency

When the minimum requirements are not met, the Director of Administration and Human Resources may exceptionally substitute part of these requirements with a combination of relevant academic qualifications, professional training and progressive work experience.

Conditions of Service 

The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary JD 1086.60 plus special occupation allowance of 69.9% of the basic salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
