UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. Primary Duties and Responsibilities

In accordance with established Agency policy and procedures the incumbent will:

A.    Conduct a desk review of existing documents and data on violence affecting Palestine refugee children in Lebanon and define relevant baseline data, in line with the indicators of the Plan of Action on ending violence affecting children;

B.    Update the M&E plan of the End Violence Affecting Children (EVAC) Plan of Action, including indicators and sources of verification. Provide support on the implementation of the M&E plan;

C.    Design/adapt monitoring guidelines, reporting formats and data collection tools for the EVAC plan of action;

D.    Perform field visits and provide support to the different UNRWA departments involved in the roll out of the EVAC initiative in order to ensure the quality of data collected by programmes and the accuracy of reported data;

E.    Identify strengths and weaknesses in existing data collection and management systems and propose solutions;

F.    Conduct an analysis of raw data collected through the UNRWA school enrolment campaign, identifying key enrollment barriers, drop out causes, and recommendations for action (report template to be provided).

G.      Train staff on M&E tools and methodologies, as required.•

Perform such other functions as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES

(A) •••• Academic and Professional level of study

••••••••••• A university degree in Statistics, Social Sciences, Economics, or other relevant field.

•(B)••• Experience

i)      A minimum of 5 years of relevant working experience in the area of monitoring and evaluation, preferably in the field of Development or Humanitarian Assistance.

ii)     Demonstrated experience in developing data collection tools (e.g. questionnaires, focus group discussions)

iii)    Demonstrated experience and capacity in conducting field-level data collection and data entry

iv)    Demonstrated experience and knowledge in data analysis planning

(C)•••• Language

Excellent command of written and spoken English and Arabic required.

•(D)•••• Competencies

i) Proven skills in critical thinking, assessment and analysis, coordination and communication;

ii) demonstrated ability in report writing and presentations;

iii) Ability to analyze and summarize primary and secondary data in a clear and concise manner;

iv) Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail;

v) Excellent interpersonal and problem-solving skills, creativity and flexibility;

vi) Knowledge of research methodology;

vii) Fully proficient computer skills including use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, internet etc.;

Conditions of Service•

Salary: USD $ 2500

Contract Duration: 3 months. The incumbent will submit a final report at completion of contract.

EQUIVALENCY

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

RECRUITMENT PROCESS

The Recruitment process is based on the Agency's strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see "Technical and Practical Tests Required" below). An absence from tests or interviews will be considered automatically as a withdrawal from the recruitment process. The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates' profiles. For all posts, the weight allocated for the technical/practical tests (listed below) is 60% and for the interview is 40%.

•         Prior to the commencement of services, the consultant shall confirm and acknowledge in writing, and provide proof of the existence of, self-procured adequate private insurance against medical, disability and accident for the duration of the contract.

UNRWA staff members with fixed term appointments may apply for any consultant/contractor consultancy while in service. Upon selection, a staff member may be offered the consultant/contractor contract upon resignation from fixed term appointments and a three month break-in-service.

Candidates who are no longer employed by the Agency must have a minimum of 3 months break-in-service, before they apply to any consultant/contract positions

TECHNICAL & PRACTICAL TESTS REQUIRED

Short-listed candidates will sit for one test:

•       Computer based technical test (100%)

The top 05 scoring candidates, in the technical test given that none have scored less than 50 % will be invited for an interview.
