Under the direct supervision of the Senior Human Resources Assistant and under the overall guidance of the Human Resources Specialist/Officer, the Human Resources Assistant will be responsible for the full range of activities for the personnel administration and benefits of staff in accordance with the UN Staff Rules and Regulations and UNICEF's policies and procedures.

How can you make a difference?

Under the direct supervision of the Senior Human Resources Assistant and under the overall guidance of the Human Resources Specialist/Officer, the Human Resources Assistant will be responsible for the full range of activities for the personnel administration and benefits of staff in accordance with the UN Staff Rules and Regulations and UNICEF's policies and procedures.

This will involve:

1. Determine appropriate entitlements and appointments

  • Prepare applicable documentation with regard to appointments, transfers,  separation of staff, as well as administration of benefits and entitlements.
  • Provide accurate information to correspondents in accordance with staff rules and regulation, as well UNICEF’s policies.
  • Analyse cases that do not comply with UNICEF’s Rules & Regulations in consultation with HR Specialist/Officer.

2. Maintain computerized reporting system for Human Resources Processes

  • Report directly to Senior Human Resources Assistant or Human Resources Specialist/Officer for approval of staff data.
  • Process transactions including Personnel Actions to grant or change benefits and entitlements of staff members; verify information to ensure that salaries are affected with correct entitlements.

3. Train other staff on entitlements and processes

  • Responsible for knowledge transfer to GS-5 staff for support and to ensure timely action on entitlements, contractual status, etc.
  • Ensure staff is knowledgeable and up to date on all relevant aspects of HR administration.

4. Coordinate with various divisions within UN System

  • Gather and disseminate information in response to staff queries.
  • Provide support to staff on UN Insurance, Pension, UNICEF Payroll, UNICEF DFAM, PD, etc.
  • Perform ad hoc responsibilities as requested by Human Resources Specialist/Officer.

As an advocate for every child, you will have…

  • Completion of secondary education (i.e. high school diploma) is a minimum requirement.
  • University level courses in human resources and/or business administration is desirable.
  • Advanced knowledge in the Microsoft Suite of Products (including MS Word, MS Excel & MS PowerPoint) is required.
  • Previous hands-on experience in planning, organizing and delivering administrative support services is highly desirable.
  • Previous hands-on experience in using Enterprise Resource Planning system (ERP), particularly SAP, to process benefits and entitlements of employees is highly desirable.
  • Minimum of six (6) years of relevant work experience in human resources is required
  • Work experience with a development organization is an asset.
  • Knowledge of UN/UNICEF'S rules, regulations and procedures is considered an asset.
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian and Spanish) is considered an asset.
  • Knowledge of the local language of the duty station is an asset.
